The work of Moroccans living abroad (MRE) for the Alawi nation is one of the most important assets of the Kingdom's economy. The president of the Economic, Social and Environmental Council (EESC), Ahmed Réda Chami, called in Rabat for a renewed governance of public policies and mechanisms dedicated to MREs. There are many compelling reasons why Morocco has decided to help its compatriots living abroad, so that they can benefit from the opportunities enjoyed by fellow citizens whose contributions are paid into the Moroccan public finances.  

According to Chami, during a press conference to present the conclusions of a Council opinion, given the lack of coordination and convergence between the institutions in charge of ERMs, "the EESC recommends assigning a minister delegated to the Ministry of Foreign Affairs, African Cooperation and Moroccans Residing Abroad, in charge of MREss, the mission and responsibility of designing and ensuring the proper implementation of the MRE strategy". He added that the intergenerational link between ERM and Morocco, opportunities and challenges, must be strengthened.

In this regard, the EESC president recommended establishing the Hassan II Foundation for Moroccans living abroad as a strategic public institution that will constitute the operator and operational arm for the deployment of the MRE strategy, in consultation with other actors and stakeholders, as well as the creation of branches of the strategic public establishment within the Kingdom's embassies responsible for implementing the MRE strategy in host countries. According to Chami, immigration has played a structural role in social regulation and macro-financial balances, but it cannot build a lasting solution to unemployment and the structural balance of external accounts.  

In his address to the nation on the occasion of the celebration of the 69th anniversary of the Revolution of the King and the People, King Mohammed VI called for a break with seasonal initiatives while advocating a clear and structuring vision in favour of the establishment of mechanisms aimed at accompanying, supporting and benefiting from the experiences of the Moroccan community established abroad. At the Chamber of Councillors, the Minister of Foreign Affairs, African Cooperation and MRE, Nasser Bourita, indicated that the government has created, in agreement with the EESC, a working group in charge of these competencies, which will enhance the work of the MRE. 

In accordance with the provisions of the royal speech, the Ministerial Commission in charge of Moroccans living abroad and migration affairs held a meeting under the chairmanship of the head of government, which led to the creation of a working group in charge of skills, which should deliver its conclusions before next February on the ways and means of detecting skills and their compatibility with the needs of the country, in addition to promoting networking and administrative governance, the minister said. 

Assuring that work is continuing for an effective materialisation of the real high orientations, Bourita pointed out that the initiatives carried out previously in favour of Moroccans in the world are still insufficient, even if they have been successful. It is hoped that with this package of measures and the creation of the Hassan II Foundation, the situation of the MREs will be improved in both the short and long term, as the MREs are the main contributors to foreign investment in the securities of the Undertakings for Collective Investment in Transferable Securities, and that their decline would mean a loss of nearly 10% of the revenue received by the government in Rabat.
