The General Directorate of National Security and the Central Bank of Morocco sign two protocols to increase the security of transactions and the transport of funds
The Director General of National Security and Territorial Control of Morocco, Abdellatif Hammouchi, and the Governor of Bank Al-Maghrib, Abdellatif Jouahri, signed last Monday in Rabat two agreements that consolidate the framework of collaboration between the two bodies, in terms of security and identity verification.
Electronic ID cards
The first agreement, signed in accordance with the provisions of Law 04/20 on the electronic national identity card, enables Bank Al-Maghrib to exploit the technical functionalities of the electronic identity card.
The agreement is part of the strengthening of identity verification mechanisms to promote the simplification of procedures and the digitisation of services, thereby improving the fight against identity fraud.
Under the agreement, the Directorate General of National Security and Territorial Control provides Bank Al-Maghrib with the services it has developed that will enable it to verify the identity of its users and automatically read their identity data from their CNIE (electronic ID card), with their consent, at all branches of the Moroccan central bank or via its online services.
In addition, the bank will integrate the Directorate General of National Security's digital identity verification platform into its operations, which will help combat identity fraud by minimising manual data entry errors and speeding up customer identification.
This is part of a central bank initiative focused on improving the quality of service in the country's economic sector. With this advanced system, Bank Al-Maghrib will not only be able to use the identity data included in the national identity card for secure and efficient transactions, but a framework for technical cooperation between the two institutions is established, including the exchange of knowledge in training and the implementation of best practices for the use of digital identity systems.
Security and protection of funds
The second agreement initialled between Hammouchi and Jouahri relates to Law 40/17 on the Statute of Bank Al-Maghrib, and concerns the security of headquarters and the escorting of cash convoys.
As reported by the Moroccan central bank itself, this agreement aims to formalise the existing cooperation between the two institutions in the field of site security and escorting convoys of cash and valuables, and to strengthen this cooperation by organising regular awareness campaigns and simulation exercises.
In this way, the Directorate General of National Security and Territorial Control is committed to providing human and technical resources to safeguard the central bank's premises throughout Morocco.
In total, security will be reinforced at 22 of the bank's sites, including the head office, its museum and regional branches. The agreement also addresses the security of the transport of funds and valuables, for which the General Directorate of Security will provide qualified personnel, while Bank Al-Maghrib will provide the necessary logistical support to ensure the security and efficiency of money transfers throughout the country.
This partnership between the central bank and the General Directorate of Security is the result of an ongoing effort to enhance Bank Al-Maghrib's technical and operational capabilities, ensuring the highest levels of security and confidence for its customers and operations.
