At the end of its first session of the third legislature, which took place at the headquarters of the General Secretariat of the League of Arab Countries, the Arab Parliament welcomed the results of the dialogue between the delegations of the Libyan High Council of State and the Tobruk Parliament in Bouznika, which was held at Morocco's invitation with the aim of finding a political solution to the crisis in Libya.

The Parliament also welcomed the results of this dialogue, in particular the agreement reached on the criteria and mechanisms for the selection of senior officials in sovereign institutions, as well as the agreement on clear measures to eliminate corruption and end the state of institutional division in Libya.

Furthermore, the Arab Parliament reiterated its support for a comprehensive political solution to the crisis in Libya that preserves the state's sovereignty over all its territory, consolidates its national unity and puts an end to all forms of interference.

The institution also urged all Libyan parties to "continue their efforts and take advantage of this historic moment to ensure the success of the political process, with a view to resolving the Libyan crisis and reaching a final solution that guarantees the stability and territorial integrity of the country and meets the aspirations of the Libyan people for security, stability, development and prosperity".

It also reiterated its rejection and condemnation of the repeated violations of the arms embargo imposed by the Security Council and the systematic recruitment of foreign fighters, mercenaries and terrorist elements who are sent to the country.

The Parliament therefore called for the withdrawal of all foreign forces from Libyan territory and the search for a permanent solution to the threat posed by militias and armed groups, stressing the importance of a complete resumption of oil production and export operations for the benefit of all Libyans in all regions of the country.

Morocco was represented in the work of this session by the parliamentarians Abdellatif Ben Yaacoub (Justice and Development group), Wafaa El Bakkali (Constitutional Union) and Fatima Toussi (Authenticity and Modernity).

First steps towards a solution

A week ago, the Libyan warring parties agreed to a permanent ceasefire. Through Facebook, the United Nations Mission for Libya (UNSMIL) announced "a permanent ceasefire in all areas of Libya", signed by the military representatives of the main Libyan factions: the Libyan Joint Military Committee (5+5).

The signing of this permanent ceasefire signifies the consolidation of the provisional ceasefire that was announced in August between the Tripoli National Accord Government (NAG) led by Fayez Sarraj and the interim government of the Tobruk House of Representatives, led by Aguila Saleh and a supporter of Khalifa Haftar, marshal of the LNA.

"The 5+5 Joint Military Commission talks in Geneva today culminate in a historic achievement as Libyan teams reach a permanent ceasefire agreement across Libya. This achievement is an important turning point towards peace and stability in the country," says the UN mission's statement.

During the press conference in Geneva, the acting head of the UN mission, Stephanie Williams, noted that "the road to a permanent ceasefire agreement was often long and difficult", and despite this achievement, "much work remains to be done in the coming weeks" to implement all the commitments.

On 6 October 2020 in Bouznika, a coastal city south of the capital Rabat, the Libyan delegations representing the Parliament of Tobruk and the High Council of State signed an agreement in the presence of the Moroccan Minister of Foreign Affairs, Nasser Bourita, in the second round, which takes place almost a month after a first round that brought the two parties together (06-10 September) in the same city, and which resulted in a global agreement on the criteria and transparent and objective mechanisms for holding positions of Libyan sovereignty: the Central Bank, the Anti-Corruption Commission, the High Electoral Commission and the Judicial Council.
