French justice investigates General Djebbar Mehenna's personal representative
Starting with an ordinary complaint about refusal to pay rent, the case takes on an unexpected dimension. It reveals one of the kingpins of the head of Algeria's General Directorate for Documentation and External Security (DGDSE).
A young woman aged 27, who presented herself as General Djebbar Mehenna's personal representative in France. Unqualified, unemployed and with a secondary education, she implied that she was his mistress. The young woman's name is Amira Houa. Algerian by nationality, from the town of Djelfa and holder of a residence permit valid for one year, she was pressing and enterprising towards the targets designated by the general. She was often accompanied by Lotfi Nezzar. He paid for her air travel and luxury hotel accommodation.
Financing a coup against Tebboune
At the beginning of January of the current year, Amira Houa, through a youtuber by the name of Saïd Bensdira, alias the "London rat", occupied a plush apartment at 45 rue des étudiants Courbevoie, not far from Paris's Défense district. The monthly rent is 2,500 euros.
She arranges for a young businessman to pay the first two months' rent and the security deposit, with the promise that General Djebbar will help him to settle some of his affairs in Algeria.
General Djebbar's representative embarked on a series of extortion operations with a number of businessmen. The money is used to finance a TV channel (see our article of yesterday 29/10) whose aim is to topple President Tebboune, or at least block his path to a second term in office.
Accustomed to extortion through blackmail and provocation, and reputed to be a front-line swindler, "the London rat" takes advantage of Amira Houa's influence to pick up substantial crumbs.
With no scruples whatsoever, he amassed a large fortune without a day's work. He acquired two apartments in Bordj El-Kiffan, in the eastern suburbs of Algiers, which he registered in the name of one of his brothers and one of his sisters. These assets have just been seized by the courts in connection with the case of his brother Abdelghani, former mayor of the commune of Birine in the wilaya of Djelfa, who was arrested last July and imprisoned for corruption, blackmail and abuse of power.
In Spain, he acquired an apartment financed by a blackmailed businessman. His bank account at BBVA in Alicante, number ES43 0182 ... 4895, is regularly credited by Colonel Souahi ZERGUINE, alias Mouad, General Djebbar's chief of staff and mastermind. The latest transfer of 5,000 euros was made on October 13. This account is used to launder money extorted by the DGDSE services abroad to finance their television project. One of their victims is preparing to take BBVA to court in Spain to report the money laundering.
To better impress their victims, Amira Houa and the London rat are sometimes accompanied by Lotfi Nezzar, sometimes by a DGDSE non-commissioned officer called Aït-Aftis Mohamed alias Djahid or Carlos.
This non-commissioned officer, who was under surveillance by the French police for having set up an operation to kidnap and assassinate an opposition journalist, ended up drawing attention to the London rat and the general's representative.
This police surveillance was confirmed on May 10, when two individuals forced the "London rat" to leave their apartment, which he had been squatting in for several weeks; in less than a minute, plainclothes police burst onto the scene.
The investigation into the case of Amira HOUA and her accomplices Lotfi Nezzar and the "London rat" is still in its early stages.
A major sweep is expected to bring down an entire network of criminals involved in money laundering, swindling and blackmail to finance DGDSE operations in Europe.
As for General Djebbar Mehenna, the French counter-espionage services have enough elements to bring him down and exploit him appropriately, should General Chengriha do nothing to neutralize him. It's in his interest to do so before he too falls victim to blackmail by Djebbar, who has compiled a voluminous file on his son Chafik.
