Hammouchi inaugurates the Higher Institute of Security Sciences in the city of Ifrane

Morocco inaugurated the Higher Institute of Security Sciences in the city of Ifrane on 5 December 2025. A high-tech centre that is key to the future of the country's security.
The ceremony was presided over by Abdellatif Hammouchi, Director General of National Security and Territorial Surveillance (DGSN-DGST), and brought together leading figures from the national and international arena, particularly from Saudi Arabia and the United Arab Emirates.
With the creation of this new Institute, there will now be two institutions responsible for police training at the national level, together with the Royal Police Institute in Kenitra.

An institution for the new challenges of the technological era
The Higher Institute of Security Sciences is a centre created to transform and strengthen police capabilities, bringing them up to the highest international standards. The geographical characteristics of the country and its importance in the fight against terrorism are two factors that have driven its establishment.
This project is part of the roadmap established by the Moroccan DGSN, whose objectives are to adapt the police force to new technologies – artificial intelligence – and to evolve in response to the significant growth in international crime. However, if there is one clear goal, it is to train great leaders for national and global security who are more than capable of handling all kinds of situations.
The centre is a new space where the Moroccan police will be able to improve their training and knowledge of how international security works. To this end, the Institute will prepare the police to perform and act in any scenario, however critical it may be. On paper, the role of the Higher Institute of Security Sciences will be more strategic than technical.
Modern facilities for comprehensive training
The centre has all kinds of state-of-the-art technological capabilities that create the ideal environment for comprehensive development and training.
Equipped classrooms, language centres, sports facilities, residences and medical facilities are all concentrated within the Higher Institute of Security Sciences. However, the crown jewel is the ‘simulation rooms’.
In these facilities, police officers will be able to reproduce all kinds of possible operations and scenarios, both urban and open field, even for the maritime police. In addition, it will allow all kinds of notes to be taken in order to improve and act more effectively.
International outreach and cooperation
In the context of the inauguration, the new national security centre signed its first collaboration agreement with the Naif Arab University for Security Sciences, renowned in the Arab world for its prestigious police training programmes.
This new agreement will facilitate collaboration between the two institutions in the areas of information exchange, training programmes, technological innovation and strategic analysis.
Looking to the future, the agreement highlighted the future development of a network of Arab security experts that will be monitored from Ifrane.
