Full text of the joint statement, which we reproduce here due to its interest, with the aim of conveying highly relevant aspects of relations between Spain and Morocco that go far beyond the usual clichés of those who seek only to foment confrontation between the two neighboring countries. Although there are problems to be overcome through dialogue, consensus, and negotiation, the relations have obvious strategic elements such as political, economic-commercial, social, cooperation in security and the fight against terrorism, irregular migration, tourism, culture, sports, and stability on the African continent, which is the stability of Europe

JOINT STATEMENT: 13TH HIGH-LEVEL MEETING BETWEEN MOROCCO AND SPAIN

In accordance with the Treaty of Friendship, Good Neighborliness, and Cooperation, and within the framework of the continuation of the enhanced political dialogue resulting from the Joint Statement of April 7, 2022, based on the principles of transparency, ongoing dialogue, and mutual respect, as well as the fulfillment of the commitments and agreements signed by both parties, the Kingdom of Morocco and the Kingdom of Spain held the 13th High-Level Meeting between the two countries (hereinafter, the “HLM”) on December 4, 2025, in Madrid.

The session was jointly chaired by Mr. Pedro Sánchez, President of the Government of the Kingdom of Spain, and Mr. Aziz Akhannouch, Head of Government of the Kingdom of Morocco. The two (2) Heads of Government were accompanied by their respective ministerial delegations, which are listed in the attached document.

1. The two parties welcome the results of this High-Level Meeting, which has provided an opportunity to review the objectives of the roadmap, which have been achieved thanks to joint efforts. They reaffirm their determination to continue strengthening their excellent bilateral relations within the framework of a based on the pursuit of progress and the well-being of the populations of both countries, as well as the promotion of regional prosperity and stability.

2. Spain and Morocco, with a shared vision of the future, reaffirm their willingness to further broaden the horizons of their solid and fruitful bilateral relationship, adapting it to current global challenges and placing the well-being of their citizens at the center of their actions. In this regard, the new agenda for future work will pay particular attention to education, culture, and sports, which are essential for strengthening human ties; scientific research, artificial intelligence, and cybersecurity; commitment to the environment and the global fight against climate change and its effects; energy and the transition to a clean, sustainable, and resilient energy model.

3. Reflecting the density and diversity of their relations, both countries welcome the signing of fourteen (14) non-normative international agreements within the framework of this HLM. These agreements deal with tax cooperation; judicial cooperation via electronic means; cooperation in the exchange of information, technical knowledge, and useful practical experiences related to the digital production of legislative and regulatory texts and their electronic dissemination; cooperation between the National Geographic Institute of Spain and the National Center for Scientific and Technical Research of Morocco; sports education in the field of education; teaching of the Arabic language and Moroccan culture in Spanish centers in Morocco; agricultural and agri-food cooperation; and maritime fishing. Technical Research in Morocco; sports education in the educational sphere; teaching of the Arabic language and Moroccan culture in Spanish centers in Morocco; agricultural and agri-food cooperation; maritime fishing, aquaculture development, and the fight against illegal fishing; social protection and social security; the fight against hate speech; feminist diplomacy; general cooperation between Diplomatic Schools; and exchange of young diplomats.

4. On the occasion of this 13th RAN, a Spain-Morocco Business Forum was also held, jointly organized by the Spanish Confederation of Business Organizations (CEOE) and the General Confederation of Moroccan Enterprises (CGEM), with the support of both governments. This forum, which was attended by a wide range of business leaders from both countries, was closed by the Head of Government, Mr. Aziz Akhannouch, and served to highlight the exceptional dynamism of the economic and trade partnership between Morocco and Spain.

5. Spain emphasized its firm commitment to this privileged partnership, expressing its satisfaction at hosting this 13th RAN in Madrid at a time when bilateral relations are, in the opinion of both parties, at their strongest and most promising. This situation highlights the strategic maturity of the bond that unites the two Kingdoms and their common desire to deepen its roots and its projection.

6. Spain welcomes the dynamic of openness, progress, and modernity that Morocco is experiencing thanks to the modernization reforms guided by His Majesty King Mohammed VI, in particular, the new development model, advanced regionalization, the national strategy for sustainable development, and new social projects.

7. Morocco welcomes Spain's international influence at the regional and international levels, as well as its contributions to stability, peace, and sustainable development. Morocco wishes to highlight the decisive role played by Spain within the European Union, particularly in strengthening the privileged relations between Morocco and the European Union, as well as Spain's commitment to strengthening Euro-Mediterranean relations, in light of the 30th anniversary of the Barcelona Process and the establishment of the new European Union Mediterranean Pact, Euro-Arab relations and dialogue, and Euro-African relations.

8. The President of the Government reiterated Spain's position on the issue of Western Sahara, as expressed in the Joint Declaration of April 7, 2022. In this regard, Spain welcomes the adoption of United Nations Security Council Resolution 2797 October 31, 2025, fully supporting "the work of the Secretary-General and his Personal Envoy to facilitate and hold negotiations based on Morocco's autonomy proposal with a view to achieving a solution to the dispute that is fair, lasting, and acceptable to all parties, in accordance with the Charter of the United Nations, and welcomes any constructive suggestions from the parties in response to the autonomy proposal,“ which emphasizes that ”genuine autonomy under Moroccan sovereignty could be the most feasible solution" for a mutually acceptable solution.

9. Both countries have reviewed progress in organizing the 2030 Men's World Cup, which will be held jointly in Spain, Morocco, and Portugal. They have pointed out that this is an event whose scope goes far beyond the sporting arena, with an important social and economic dimension, and that, in addition to reflecting the excellent state of bilateral relations, it constitutes a unique opportunity to consolidate and further deepen the ties that unite the two continents.

Governance of the Bilateral Partnership

10.The two governments welcome the progress made in implementing the Joint Declaration of April 7, 2022, and encourage its continuation. Both parties have agreed to strengthen bilateral political dialogue and dialogue on issues of regional and international interest and, to this end, have agreed to follow up regularly, agreeing to hold a ministerial meeting between the two countries in Morocco in 2026.

12. Both countries have agreed to consider greater coordination between their respective embassies by organizing regular meetings to promote the exchange of views on matters of common interest.

Diplomatic-strategic dimension

13. Spain and Morocco reiterate their absolute commitment to multilateralism and to a more just, democratic, equitable, and inclusive international order based on the principles and values of the Charter of the United Nations. In this regard, they recall that the principles of national sovereignty and territorial integrity and the protection of human rights are cornerstones of peaceful coexistence among peoples.

14. The two countries congratulate each other on the work carried out and the coordination within the Central Group on the resolution Women, Diplomacy and Human Rights, adopted during the 58th session of the Human Rights Council, and express their desire to establish greater cooperation in this area to enable the exchange of knowledge and experiences.

15. They also reaffirm their commitment to coordinate within international organizations and agree to strengthen their cooperation on candidacies, including within the United Nations Security Council. The two countries undertake to continue consulting regularly to ensure the convergence of their positions and to jointly promote the principles and priorities that guide their action in favor of peace, stability, and effective multilateralism.

16. Spain and Morocco are two regional actors that play a decisive role in the stability, peace, and development of the Mediterranean region. At the regional level, both countries have advocated for the creation of an area of cooperation, prosperity, and security in the Mediterranean. On the occasion of the commemoration of the 30th anniversary of the Barcelona Process , they call on all countries in the region to contribute with political ambition to the Euro-Mediterranean process, including through their contributions to the budget of the Union for the Mediterranean (UfM).

17. In line with the conclusions of the European Council of October 17, 2024, Spain and Morocco reiterate the need to cultivate and strengthen strategic relations and bilateral cooperation between the European Union and Morocco in all areas and note the importance of strengthening exchanges with the latter country in various sectors for the mutual benefit of both partners.

18. Both governments have warmly welcomed the adoption of the UfM reform at the 10th Barcelona Regional Forum, as well as the new Pact for the Mediterranean, which reflects the joint commitment to strategically strengthen bi-regional relations around the shared goal of promoting peace and stability and building a future based on progress. They also consider that this Pact constitutes an opportunity to move towards a genuine partnership between equals, based on mutual trust through institutionalized and high-level political dialogue, as well as the implementation of high value-added cooperation projects in strategic sectors of common interest, capable of producing concrete and transformative results on the ground.

19. Spain and Morocco have also welcomed the Peace and Security Initiative, within the framework of the Mediterranean Pact, as it represents a real qualitative leap in cooperation on security and defense between the two shores of the Mediterranean.

20. Both parties welcome the cooperation on security within the framework of the 5+5 Initiative for its added value to security in the western Mediterranean. In this regard, they recall the fundamental role played by Morocco in maintaining national security and promoting effective practical coordination, as well as the principles that have guided the Spanish presidency's action within it and which have enabled the strengthening of dialogue, practical cooperation, and mutual trust.

21. The two governments emphasize the importance of strengthening NATO's Mediterranean Dialogue and implementing the Southern Agenda within the Southern Neighbourhood Action Plan in a pragmatic, inclusive manner that is tailored to the needs of the partners. Morocco welcomes the Alliance's adoption of the Washington Declaration, which pays particular attention to NATO's southern neighborhood, in particular through the Southern Neighbourhood Action Plan. Spain welcomes Morocco's contribution to the process of developing this plan through an informal document sent to the Division of Political Affairs and Security Policy (PASP) of the NATO International Secretariat Spain, whose Embassy in Rabat is one of the two NATO 2025-2026 Contact Points, will continue to support NATO's Defence and Related Security Capacity Building (DCB) packages to Southern partners. 22. Spain and Morocco, which maintain exemplary cooperation in the fight against terrorism, have welcomed their joint successes in this area, which include the dismantling of several groups and the prevention of radicalism. They also welcome the  decision to launch a joint initiative within the framework of the Global Forum on Terrorism (GFT) to strengthen preparedness and response to terrorist attacks with weapons of mass destruction, whether chemical, biological, radiological, or nuclear (CBRN). Both parties reaffirm their commitment to strengthen intelligence collaboration and the exchange of strategic and operational information in this area.

23. Both countries also express their willingness to continue cooperating in the fight against terrorism in multilateral forums, especially in the United Nations, the Anti-Daesh Coalition, and the Global Counterterrorism Forum, with special attention to the situation of terrorism in West Africa and the Sahel. They have emphasized aspects such as strengthening capacities where most needed, attention to the connection between terrorism and organized crime, and new threats such as nuclear, radiological, biological, and chemical terrorism.

24. Spain welcomes Morocco's initiative to organize a conference of victims of terrorism in Africa on December 2 and 3, 2025, thereby contributing to increasing attention to and solidarity with African victims of terrorism, as well as strengthening the momentum on this issue at the international level, marked by the International Conference of Victims of Terrorism held in Vitoria in October 2024, and once again demonstrating its commitment to the fight against terrorism at the continental and international levels. Morocco recognizes Spain's leadership in this area, especially through its co-chairmanship of the United Nations Group of Friends of Victims of Terrorism , and the impetus that Spain has given to this issue on the international agenda. Both countries agreed on the importance of supporting and protecting victims of terrorism and of ensuring that their voices are heard.

25. Morocco congratulates Spain on organizing, on February 4 and 5, 2026, the Third International Summit on the Responsible Use of Artificial Intelligence in the Military Field (REAIM) and expresses its willingness to contribute actively to the work of this summit.

26. Spain and Morocco express their commitment to peace in the Middle East and reiterate their support for stability in Lebanon and Syria.

27. Spain and Morocco reaffirm their support for the United States Peace Plan and the New York Declaration for the implementation of the two-state solution, and agree to continue to work together within the Global Alliance towards this goal. Both parties note that the recognition of Palestine and Israel, as well as their full regional integration, remain essential elements in ensuring regional peace, security, and stability. Spain and Morocco welcome the adoption of  United Nations Security Council Resolution 2803, which approves the comprehensive plan to end the conflict in Gaza and announces the launch of an international stabilization force under the United Nations mandate. In this regard, Spain welcomes Morocco's consistent and balanced role in supporting the peace processes, guided by His Majesty King Mohamed VI, Chairman of the Al-Quds Committee, who works tirelessly to protect the legal and historical status of the Holy City and to defend the legitimate rights of the Palestinian people. Morocco recognizes Spain's leadership in the fair and peaceful resolution of the conflict, based on the implementation of the two-state solution, the defense of multilateralism, and the promotion of Euro-Arab dialogue.

28. Both countries maintain their humanitarian commitment, in particular through United Nations agencies, including UNRWA, and humanitarian NGOs to ensure safe, rapid, and unimpeded access for large-scale humanitarian aid, in accordance with humanitarian principles, as well as the reconstruction and recovery of Gaza.

29. Spain and Morocco support the Palestinian Authority as the only viable alternative for the future of Palestine. The Palestinian Authority must be integrated into any transitional governance mechanism and regain its functions to govern Gaza within a defined time frame . The parties stress the importance of preserving the status quo of Jerusalem and its holy sites and continue to follow with deep concern the increasing violence by settlers in the West Bank and the expansion of settlements, which are illegal under international law.

30. The two parties welcome the convergence of their strategic visions for the African continent and reiterate their commitment to promoting regional integration and strengthening cooperation mechanisms that enable effective action on common challenges and foster economic development and democratic consolidation. The two countries have highlighted the new "Spain-Africa Strategy 2025-2028: Working Together through a Strategic Relationship," which for the first time has a continental scope and whose priority regions are North Africa, including Morocco, West Africa and the Sahel, as well as ECOWAS and the AU, as priority partners for regional integration.

31. Spain welcomes the Royal Initiatives in favor of the African continent, in particular the Atlantic African States Process Initiative; the International Initiative to facilitate access for Sahel countries to the Atlantic Ocean; and the “Africa-Atlantic Gas Pipeline,” which reflect Morocco's commitment to the stability and prosperity of the continent.

32. The two parties undertake to intensify their economic relations and promote investment with the African continent in order to generate wealth and employment. Both have highlighted the value of the Spanish initiative Alianza África Avanza, which aims to establish a common, stable, and flexible strategic framework to maximize the impact of investments on economic development and social progress, especially in West Africa.

33. Both governments agree that inclusive, sustainable, and fair economic development fair economic development is the cornerstone of lasting stability and peace in the Sahel region. In this regard, Spain and Morocco will continue to develop their commitment to the Sahel and support regional integration efforts to promote improved living conditions and combat terrorism, organized crime, and networks that promote irregular immigration.

34. Spain and Morocco underscore the importance of respecting the fundamental norms and principles of international law and the United Nations Charter in the context of the war in Ukraine and reaffirm their support for the principles of respect for the sovereignty and territorial integrity of States. Both countries are determined to continue working towards a just and lasting peace in Ukraine, based on respect for international law.

35. The two governments highlight the importance of their comprehensive cooperation on migration and its positive influence in the multilateral arena, underlining the value of the Marrakesh Pact and the Rabat Process, expressing their support for multilateralism in migration and reiterating their shared commitment to dynamic mobility that allows for the safe, orderly, and regular movement of people. In this regard, they recall that Morocco's action is based on an exemplary approach founded on regularization, socioeconomic integration, and the protection of migrants' rights. At the same time, Spain's constructive and integrated approach to migration management is an indispensable element of interregional relations in terms of creating joint positive synergies on migration issues between the EU and Africa. In this regard, the convergence of  Spanish-Moroccan initiatives in the field of migration contributes to making the two countries leading players in the humane, supportive, and balanced management of migration and mobility.

36. Both countries agree on a preventive, constructive, and comprehensive approach to migration, with excellent results at the bilateral level, thanks to the work of the Permanent Joint Migration Group (PJMG), making it a model for broader interregional relations between the EU and Africa, as well as at the international level.

37. In this regard, Spain congratulates Morocco on its initiative with the International Organization for Migration on the theme of “sport as a tool for social inclusion and migration management” and welcomes the forthcoming creation of the Group of Friends for Sport and Migration, based in Geneva.

38. Spain and Morocco welcome the excellent cooperation on professional mobility and confirm their willingness to continue strengthening this cooperation. The two parties will launch new cooperation projects to this end, such as the second version of the Wafira program (Wafira II), which aims to promote the migrant seasonal workers in the Moroccan labor market through self-employment, achieving sustainable reintegration based on close collaboration between the two countries. In turn, the two parties will study the possibility of carrying out professional mobility and training projects in Spain, especially in the field of land transport drivers.

39. The two countries condemn all forms of racism, xenophobia, and any other type of discrimination. Spain and Morocco will combat hate speech, racism, and xenophobia through joint actions in which the Spanish side will be represented by the Spanish Observatory on Racism and Xenophobia (OBERAXE) and the Moroccan side by the National Human Rights Council.

40. Both parties recognize the many positive contributions that immigrant communities make to both their host countries and their countries of origin. Spain and Morocco wish to continue expanding improvements to the collective management system for recruitment at source after 25 years of fruitful collaboration, and to explore the possibilities of incorporating new sectors of employment, depending on the needs of the respective labor markets.

41. Both parties welcome the excellent cooperative relations established between Spain and Morocco, culminating in the signing of the Memorandum of Understanding on technical cooperation in the field of social protection and social security between the Moroccan Ministry of Health and Social Protection and the Spanish Ministry of Inclusion, Social Security, and Migration, and the Declaration of Intent in the field of health security in February 2023.

42. The two parties welcome the signing of a joint decision to extend the application of this memorandum for a further two years and undertake to continue strengthening cooperation in the field of health in terms of capacity building, modernization, and improvement of the organization of care services, digital health, and health security.

43. To this end, Spain and Morocco have agreed to examine various avenues of cooperation that will enable: − Strengthening exchanges of technical information on digital platforms in the social sphere, in particular the digitization of services, remote assistance for the elderly and people with disabilities, beneficiary management and data governance. This cooperation will make it possible to modernize existing mechanisms, improve the digital inclusion of vulnerable groups, and develop more accessible and interactive platforms. − Foster cooperation in the care economy by sharing experiences in assisting the elderly and dependent persons, training professionals and family caregivers, developing integrated home-based services, and integrating digital tools to improve the monitoring and quality of services. This dynamic will make it possible to organize care services that are more inclusive, accessible, and adapted to the needs of the most vulnerable populations. − Develop joint programs focused on female entrepreneurship, including training in digital skills, the incubation of innovative projects and mentoring. These initiatives will contribute to strengthening the economic empowerment of women and promoting their participation in the digital sectors, as well as supporting the creation of projects with a strong social impact.

44. The two countries have committed to strengthening their efforts in the fight against irregular immigration, human trafficking, document fraud, and human trafficking by adopting effective measures and developing cooperation with third countries, among other means. In this regard, Spain welcomes Morocco's exemplary and loyal cooperation in these areas.

45. Spain and Morocco have agreed to strengthen and continue their collaboration in the fight against organized crime, paying special attention to drug trafficking, money laundering, and the tracing of criminal assets.

46. In the context of upcoming sporting events in Morocco, such as the African Cup of Nations and the 2030 FIFA World Cup, both parties commit to cooperating to ensure the safety and security of delegations, athletes, and the attending public.

47. Both countries urge the holding of regular meetings between police services and the convening of the joint commission provided for in the bilateral security agreement.

48. Spain and Morocco welcome their high level of judicial cooperation in the fight against transnational organized crime and reaffirm their commitments through the channels and mechanisms of judicial cooperation, through effective and advanced international legal cooperation that promotes the use of digital media.

49. In order to reduce the number of traffic accidents and their dramatic consequences, both parties undertake to continue to make progress in the exchange of experiences and good practices based on scientific evidence in the field of road safety policies to reduce traffic accidents and their dramatic consequences, in particular through the following measures: − support for the creation of a regulatory center in Morocco similar to the one that exists in Spain; − technical support from NARSA (Moroccan National Road Safety Agency) in the development of a program for the management of accident black spots ; and − scientific research, innovation, and new technologies in the field of road safety.

50. The two countries undertake to continue implementing actions and promoting instruments that enable the exchange of good practices in the field of online services and access to digital administration in order to revitalize it and improve the quality of life of the Spanish and Moroccan populations.

51. The two countries, which maintain a high level of cooperation in the field of civil protection, as demonstrated by the assistance provided by Morocco, in the spirit of solidarity and fraternity that unites both countries, following the DANA suffered in the Valencian Community in 2024, agree to continue advancing cooperation in this area. They express their willingness to continue expanding the process of consultation and  exchange of experiences; reciprocal training; prevention, preparedness, and response in the event of a disaster; mutual support in serious emergencies, subject to the availability of resources and means; the planning and execution of special operations, the holding of joint exercises, and collaboration in multilateral forums The two parties also express their willingness to create a disaster management mechanism  to assess risks.

52. Spain and Morocco express their satisfaction with the collaboration and coordination during Operation Paso del Estrecho/Marhaba, which facilitated the movement of almost 3.5 million people in 2025, making it one of the largest programs for managing the movement of people in the world.

Economic dimension

53. The two parties note with satisfaction the remarkable development of the economic partnership between Morocco and Spain. Spain has been Morocco's main trading partner since 2012, reaching a record trade volume of €22.693 billion in 2024. Morocco is the main destination for Spanish investment in Africa. At the end of 2023, according to the Office des changes du Maroc (Moroccan Foreign Exchange Office), the total volume of Spanish investment in Morocco made Spain the third largest foreign investor in the country.

54. Spain and Morocco welcome the excellent economic and financial cooperation between the two countries, which has contributed to the implementation of important public investment projects, including the construction of the Casablanca desalination plant and the project for the acquisition of rolling stock by the Office National des Chemins de fer (Moroccan National Railway Office; ONCF). In order to take advantage of the excellent economic and trade relations and to bring bilateral trade and investment to unprecedented levels, the two countries will seek to use Spanish financial instruments to support projects of priority interest to both parties that will be implemented by the Moroccan government, particularly in the areas of infrastructure, renewable energy , water infrastructure (desalination, inter-basin transfers, wastewater reuse), logistics and port corridors, development of the road and highway network, and low-carbon energy infrastructure, as well as projects related to education, health, and modernization of public services. Furthermore, within the framework of the diversification of  areas of bilateral cooperation, both countries have studied the possibility of establishing a bilateral technical cooperation dialogue aimed at promoting exchanges of experience and knowledge between both countries in the economic and financial fields.

55. They also express their willingness to continue deepening economic and trade relations, in line with the objectives of the Economic Partnership Agreement between the European Union and Morocco, aiming for greater and mutually beneficial integration of value chains, which will stimulate economic development and the well-being of citizens.

56. Spain and Morocco express their satisfaction with the holding of the Business Forum organized on the sidelines of the High-Level Meeting between the General Confederation of Moroccan Enterprises (CGEM) and the Spanish Confederation of Business Organizations Business Organizations (CEOE). Both parties recognize that this forum constitutes a strategic platform that allows for the identification of new investment opportunities and the strengthening of cooperation in innovative and sustainable sectors.

57. Both countries welcome the work carried out by the Morocco-Spain Economic Council (CEMAES), an important pillar in bringing together the business communities of both countries and strengthening bilateral economic relations, promoting better synergy between economic operators. Similarly, CEMAES helps to identify and overcome obstacles to economic cooperation, as well as promoting joint initiatives in strategic sectors. The two parties have agreed to strengthen cooperation ties between economic operators in both countries, in particular by facilitating communication between them and assessing the existing sectoral complementarity between their economies, as well as fostering the exchange of information in order to identify investment opportunities, improve understanding of their respective business environments, promote lasting and mutually beneficial cooperation, and encourage the organization of inter-company meetings and economic forums with a view to stimulating investment flows

58. Recognizing the importance of having a modern and balanced legal framework for investment between the two countries, and aware of recent developments in international investment law and the need to reconcile the protection of investors with the right of States to regulate the matter in the interests of their citizens, Spain and Morocco agree to hold consultations to examine ways of modernization that could update their legal framework, strengthen their economic partnership, and respond to new challenges and opportunities in the field of investment.

59. Aware of the importance of supporting the development of economic relations between Spain and Morocco, particularly in the field of investment, the two parties have underlined their commitment to continue promoting a secure and stable investment environment and to intensify their economic relations by encouraging Spanish companies to examine investment opportunities in Morocco and taking advantage of the opening up of this country to numerous markets.

60. In this regard, Spain welcomes the Moroccan government's ongoing commitment and the success achieved in implementing its ambitious program of reforms aimed at sustainable economic development, in particular the adoption of a new investment code and a new roadmap for strengthening the business environment. Furthermore, Spain considers Morocco, due to its geostrategic position, its historical ties, and the advantages it offers, to be an essential partner for triangular economic cooperation (Spain-Morocco-Africa). At the same time, both parties encourage Moroccan companies to invest in Spain, taking advantage of its stability, infrastructure, and dynamic economy, and to take advantage of the opportunities it offers as a gateway to the European Union and Latin America.

61. With regard to customs cooperation, Spain and Morocco welcome the implementation, within an agreed framework, of point 3 of the bilateral roadmap adopted in April 2022.

62. Spain and Morocco welcome the quality of operational cooperation between their respective customs administrations and intend to strengthen it. Spain and Morocco agree to continue and diversify their technical cooperation in customs matters, in particular by exchanging experiences and technical knowledge on matters of common interest, including new tools for combating fraud and smuggling and artificial intelligence applied to customs control.

63. The two countries also agree on the need to continue their work on infrastructure connectivity and to facilitate mobility between the two countries.

64. Spain and Morocco have agreed to establish a High Commission on Industrial Cooperation, focused on productive investment, industrial integration and diversification, and innovation, in line with European industrial policy. This body, which will be governed by specific governance mechanisms, offers an excellent opportunity to intensify sectoral cooperation, leverage technical expertise, and promote new projects with significant implications for industrial development, job creation, and the competitiveness of both economies. Consequently, the two countries are committed to establishing collaborative frameworks conducive to the development of integrated and sustainable investments in Spain and Morocco, as well as toward third countries.

65. Spain and Morocco intend to strengthen complementary relations in the automotive sector, particularly in the manufacture of spare parts, and will strive to develop sustainable mobility solutions.

66. Spain and Morocco recognize the importance of advancing in the field of technical and institutional cooperation in the certification and standardization of industrial products and certification in the areas of circularity and healthiness of materials and the determination and verification of greenhouse gas emission levels Both countries recognize the importance of advancing technical and institutional cooperation in the certification and standardization of industrial products In this regard, they undertake to examine the possibility of creating a bilateral collaboration mechanism between the competent bodies, as well as that of expanding the list of recognized certification bodies and harmonizing audit and monitoring procedures in accordance with international regulations.

67. Spain and Morocco have identified other forms of structural collaboration, including the creation and implementation of joint centers of excellence dedicated to research, innovation, and technology transfer, ensuring the protection of intellectual and industrial property and prioritizing strategic sectors for both countries. In addition, they will identify areas of collaboration that are beneficial to both countries in terms of strategic autonomy and the supply of critical raw materials.

68. Spain and Morocco celebrate their fruitful cooperation in the field of intellectual and industrial property, led by the Spanish Patent and Trademark Office (OEPM) and the Office marocain de Propriété Industrielle (Moroccan Office of Industrial and  Commercial Property), and agree on the need to promote cooperation actions with regard to the procedures specific to this field and the integration of industrial property into the ecosystem of innovation and business activity and the stability of the environment in which it develops.

69. The joint organization of the 2030 World Cup presents an opportunity for both countries to continue promoting trade and investment, and allows for the implementation of joint projects within the framework of a mutually beneficial partnership.

70. Both parties share a common concern for water resource management and welcome their excellent collaboration in the field of water. Both countries reaffirm their interest in continuing to strengthen their cooperation on operational actions , including concerted water planning, the implementation of joint pilot projects on wastewater reuse, the development of desalination plants integrating clean energy solutions, and the exchange of technical knowledge on the energy efficiency of hydraulic facilities. In addition, both parties recognize Morocco's willingness to Morocco to organize joint technical missions aimed at accelerating the definition and implementation of specific projects. They also highlight the importance of cooperation on projects to decarbonize the economy, which offers great potential for investors in renewable energy projects, as part of the energy efficiency and decarbonization strategy for the economy.

71. Spain and Morocco confirm their intention to collaborate in the field of water resources applying the memoranda of understanding signed between the two parties, especially through an integrated operational approach that includes the improvement of hydrological monitoring networks, the exchange of technical knowledge on the maintenance and control of dam safety, the development of joint forecasting models, and the development of coordinated water risk management plans. Both parties acknowledge Morocco's willingness to establish a joint technical mechanism for regular monitoring of commitments and planning of future actions.

72. Both countries reaffirm their common interest in promoting regional cooperation in the field of water, in particular the 5+5 Dialogue on Water and the Union for the Mediterranean platform on water, with a view to the ministerial meeting to be held in 2026, which should result in an ambitious declaration for the region.

73. Both parties agree to deepen collaboration and technical cooperation in various areas related to the agricultural sector and to continue working together on aspects related to research, training, and innovation in the agricultural sector and the efficient use of water in agriculture, with a special focus on the development of food systems towards more sustainable, eco-efficient, and high-quality agriculture and agro-industry, strengthening food security, quality, and value of products; while continuing high bilateral coordination on sanitary and phytosanitary matters, based on the exchange of information and experiences between the two countries.

74. Spain and Morocco agree to strengthen collaboration in the field of maritime fisheries with the aim of ensuring the sustainability of marine resources in their respective maritime waters and the well-being of fishing communities. A fundamental part of this collaboration will be developed within the framework of both bilateral and multilateral cooperation and will focus on promoting responsible practices and combating illegal, unreported, and unregulated (IUU) fishing, the development of aquaculture, scientific research, professional training, and the promotion of seafood products.

75. Spain and Morocco reaffirm their willingness to consolidate strategic energy cooperation that is beneficial to both countries and based on the principles of mutual trust, shared benefit, energy security, and respect for international commitments on sustainability. This collaboration aims to strengthen security of supply and promote the decarbonization of the economy through a fair and sustainable energy transition.

76. Spain and Morocco underscore the strategic importance of energy interconnections and infrastructure that enable the efficient integration of markets, provided that the Iberian Peninsula increases its interconnection capacity with the rest of the European continent through France, bringing it up to the level required by European objectives and considering its status as a fundamental pillar of a fully integrated and interconnected energy market. 77. Both countries are committed to promoting technological innovation and strengthening industrial cooperation in strategic areas related to the energy transition, with a particular focus on solar and wind energy, green hydrogen , and energy efficiency across all productive sectors. In addition, they agree to intensify their collaboration in the development of renewable energy and green hydrogen and its derivatives projects, and commit to promoting capacity-building programs, specifically the technical capacities necessary for the decarbonization and stable structuring of their strategic sectors..

78. Both parties consider that this joint commitment to renewable energies, green hydrogen, and clean technologies will bring new investment opportunities, promote the creation of quality jobs, and stimulate the transfer of knowledge, thus consolidating the position of Spain and Morocco as countries of reference in the energy transition within the Mediterranean area.

79. Likewise, both countries agree to continue their coordination at the multilateral level with the main objective of making the EU-Morocco Green Partnership operational, proposing a common vision that aspires to climate neutrality, in line with the new Pact for the Mediterranean, and paying special attention to environmental sustainability and clean energy.

80. Spain and Morocco agree on the strategic importance of minerals critical to the energy transition, recognizing their essential role in the development of clean technologies and sustainable value chains, and reaffirm their commitment to strengthen their cooperation in this area.

81. Both parties note with concern the growing negative impact of climate change on biodiversity, desertification, and the increased risk of forest fires ; they recognize the importance of forests and the ocean as carbon sinks ; and, bearing in mind that droughts are one of the greatest challenges of the 21st century, that climate change has increased their frequency, intensity, and geographical extent , and that unsustainable management of land and water resources has reduced the resilience of communities and ecosystems. Spain, as co-chair of the International Alliance for Drought Resilience, and Morocco, as a member of the Alliance, will promote greater cooperation in this area.

82. Both countries have valued the relationship in the field of metrology and its applications related to industry, and have agreed to take advantage of the MoU signed in 2020 between the Spanish Metrology Center and the Laboratoire Publique d'Essais et d'Études of the Kingdom of Morocco to carry out joint collaborative actions.

83. Spain and Morocco commit to strengthening their initiatives to halt and reverse biodiversity loss and urge the Parties to the Convention on Biological Diversity to fully implement the Global Biodiversity Framework, adopted at COP15 in accordance with the Kunming-Montreal Declaration, and to halt and reverse the loss of forests and soil degradation by 2030, in accordance with the Glasgow Leaders' Declaration on Forests and Land Use. All of this is based on the  commitment to land degradation neutrality enshrined in the United Nations 2030 Agenda and the revised UNCCD 2018-2030 strategy.

84. Spain and Morocco will strengthen cooperation between the State Meteorological Agency (AEMET) and the National Meteorological Directorate of Morocco (DGM), in accordance with the  Memorandum of Understanding signed on May 9, 2024, in Madrid. The AEMET and the DGM are committed to continuing the exchange of technical knowledge to improve performance in key sectors and coordinate products and services of mutual interest.

85. Within the framework of the major transport infrastructure projects being developed by the Moroccan government, both countries express their interest and willingness to promote the participation of Spanish companies in new railway, airport, road, and port plans and projects.

86. Both parties welcome the progress made in the framework of their cooperation in the field of rail transport, which is particularly reflected in Morocco's recent acquisition of 40 intercity trains.

In particular, both parties undertake to collaborate in the development of high-speed rail in Morocco and note that the railway companies of the two countries are in the process of concluding and updating two agreements relating to various areas of rail transport.

87. Both countries, already linked by several cooperation agreements in various areas related to port activities (twinning initiatives, exchange of visits and experiences, training, etc.), reaffirm their willingness to consolidate their alliance and undertake to ensure the effective implementation of the Memorandum of Understanding signed on February 2, 2023, between the Ministry of Transport, Mobility, and Urban Agenda and Urban Agenda of Spain and the Ministry of Equipment and Water of Morocco, relating to port infrastructure. On this basis, they propose to extend their cooperation to other areas, taking into account the strategic importance of the sector and the new challenges it faces, particularly in the areas of:

  • Maritime connectivity and logistics: streamlining and modernizing port logistics processes, harmonizing and ensuring the numerical and digital interoperability of port and customs information systems, incorporating maritime safety and port cybersecurity considerations, and developing sustainable maritime infrastructure (electrification of docks, promotion of alternative fuels, including electrofuels such as e-fuels and hydrogen, reduction of port emissions, and energy efficiency of infrastructure).
  • Trilateral cooperation between Spain, Morocco, and Africa: training of African port managers, joint development of port projects that pool the technical knowledge of both countries, and development of Atlantic logistics centers.
  • Promotion of green port projects aimed at developing sustainable infrastructure and initiatives in line with environmental and climate objectives.

88. Both parties also undertake to promote the activity of the working groups created in application of the MoU in the field of transport signed in Rabat on February 1, 2023. In this regard, Morocco and Spain wish to reiterate their willingness to improve maritime services in the Strait of Gibraltar and strengthen their cooperation in the area. In addition, the two countries emphasize their interest in initiating more intensive cooperation in the fight against maritime pollution.

89. Spain and Morocco also express their ambition to consolidate their cooperation in the areas of maritime safety, maritime capacity building, the fight against maritime pollution, and energy transition. In the  run-up to the 2030 FIFA World Cup, they agree to further strengthen bilateral coordination to ensure smooth and high-quality maritime links between the two coasts.

90. Both countries commit to closer cooperation in road transport, given the strategic importance of this sector, and to improving transit conditions and the quality of passenger services, particularly at ports. The two countries reiterate their determination to continue strengthening their bilateral cooperation, particularly in the field of international road transport of goods and passengers.

91. Both parties have agreed to deepen bilateral relations in the field of civil aviation, in particular by promoting air connectivity and technical cooperation.

92. Spain and Morocco have agreed to promote collaboration in the field of airport management and air navigation, focusing on providing support for the planning, studies, design, development, and commissioning of airport infrastructure. Similarly, both parties encourage the creation of a framework for direct exchanges between airport service and air navigation managers in both countries, through the exchange of visits and the organization of expert meetings and thematic workshops, with a view to defining the lines of cooperation set out in the Memorandum of Understanding in the field of transport, signed at the Morocco-Spain RAN in 2023.

93. Both parties have expressed their willingness to strengthen bilateral cooperation in the areas of logistics, customs, trade, and industry, with the aim of facilitating trade and improving the fluidity of supply chains. They have highlighted the importance of developing partnerships between public and private operators in both countries for the creation of integrated logistics platforms and regional centers.

94. The parties have emphasized that sustainable development, energy transition, and  green logistics are priorities for future cooperation and have reaffirmed their commitment to modernizing logistics infrastructure, promoting innovation, digitization, and knowledge exchange between Moroccan and Spanish institutions within a harmonized and transparent regulatory framework, facilitating investment and logistics operations between the two countries.

95. Spain and Morocco, which share challenges in terms of urbanization and housing, a built heritage with similar characteristics, and similar exposure to climatic and natural hazards, declare their intention to take advantage of these convergences to strengthen the resilience of their territories. With this in mind, both parties recognize Morocco's willingness to consolidate bilateral cooperation in the areas of urban development, integrated planning, housing, architecture, adaptation to natural and climate risks, improvement of traditional social fabrics, and urban renewal.

96. Both parties also agree to deepen their partnership in the areas of affordable housing, youth housing, rental housing, sustainable energy and water management in housing, and the development of technical standards for construction.

97. The two countries welcomed the positive results of cooperation in the field of tourism and agreed to continue implementing the Memorandum of Understanding signed between Morocco and Spain on February 2, 2023, in Rabat, in particular through the exchange of experiences in terms of promotion and digital marketing, investment, monitoring and analysis of tourism activity, quality, sustainability, and tourism competitiveness. To this end, they have agreed to schedule, by mutual agreement, a meeting of the Monitoring Committee within the framework of the implementation of the provisions of the Memorandum of Understanding between Morocco and Spain on tourism.

The cultural dimension and human ties

98. Spain and Morocco have agreed to engage in dialogue in the context of academic cooperation, in relation to the prospect of the 2030 World Cup. This initiative aims to consolidate and expand the collaboration already established in the fields of higher education, scientific research, and innovation, in particular by strengthening the mobility of students, teacher-researchers, and technical staff.

99. In this context, the two countries emphasize the importance of the Protocol to the Agreement on research and development, signed during the 12th Spain-Morocco High-Level Meeting Spain-Morocco, held in Rabat on February 2, 2023, as well as the establishment, on April 17, 2024, of the joint commission for the implementation of that agreement, which constitutes a decisive step towards more structured, dynamic, and results-oriented cooperation.

100. Spain and Morocco recognize the excellent relations that have historically united the two countries, as well as their common desire to strengthen cooperation in the field of higher education. In this regard, the two countries underscore the importance of the Protocol to the Agreement on cooperation.

101. Both parties welcome the holding of the First Spanish-Moroccan University Forum in Madrid on April 17, 2024, a meeting designed to strengthen academic and research cooperation between the university systems of both countries. Within the framework of this forum, 34 agreements and memoranda of understanding were formalized between Spanish and Moroccan universities, reflecting the joint commitment to excellence, mobility, and the internationalization of knowledge.

102. Spain and Morocco have agreed to strengthen their collaboration to promote student mobility. Morocco welcomes Spain's decision to take steps in the near future to simplify administrative procedures for Moroccan students in Spain. Both parties will take the necessary measures to encourage Spanish public and private universities to open branches in Morocco, whose university offering is strongly oriented towards internationalization, and whose universities host more than 20,000 African students, who benefit from more than 11,000 scholarships.

103. Both countries recognize education as a strategic tool for mutual understanding between peoples and the promotion of a better knowledge of their values and cultural heritage. They are also convinced that teaching their languages and bringing their cultures closer together promotes understanding, solidarity, and the strengthening of relations between the two countries.

104. Spain and Morocco welcome the cultural cooperation between the two countries, which is part of a renewed dynamic. It is based on deep historical relations and a shared vision of intercultural dialogue, human rapprochement, and co-development. Spain appreciates the progress and quality of the restoration work carried out by Morocco on the Grand Théâtre Cervantes in Tangier, which is the subject of the Memorandum of Understanding signed in 2019, whereby an irrevocable donation is made by the Government of the Kingdom of Spain to the Government of the Kingdom of Morocco, and which is scheduled for completion in 2026.

105. Both governments reiterate their satisfaction with the promotion of the Spanish and Arabic languages, as well as their cultures in both countries, particularly with regard to the dissemination of Spanish through the network of Cervantes Institute centers and the educational centers and programs of Acción Educativa Exterior (Foreign Educational Action) under the Spanish Ministry of Education, Vocational Training and Sports (MEFPD) of Spain, which will continue to be a fundamental pillar of educational cooperation between Spain and Morocco, and both parties commit to further strengthening their educational and cultural relations through these institutions. In this context, both parties welcome the initiatives aimed at expanding the presence of the Cervantes Institute and the Ministry of Education, Vocational Training, and Sports throughout Morocco, where greater cultural cooperation is expected.

106. The two governments also welcome the positive developments noted in the Cervantes Institute's annual report on the Spanish language, which now more accurately reflects the distribution of Spanish speakers throughout Morocco.

107. They also reiterate their satisfaction with the importance of teaching Spanish as a foreign language at all stages of the Moroccan education system and the teaching of Arabic language and Moroccan culture through the ELACM program in the Spanish Autonomous Communities. The President of the Spanish Government and the Head of the  Government of Morocco express their willingness to continue strengthening cooperation in the field of language teaching, in particular through the creation of bilingual sections, training programs for Spanish teachers, exchanges of language assistants between the two countries, and other tools for educational and cultural cooperation that will bring the two peoples closer together.

108. In this same vein, they welcome the renewal of AECID teaching positions at the universities of Agadir and Fez, reflecting the desire to extend and strengthen the teaching of Spanish in Moroccan educational institutions.

109. Spain and Morocco have requested the reactivation of the Working Group on Culture and Sport created by the Moroccan-Spanish Joint Declaration of April 7, 2022, and the implementation of its recommendations. Both parties emphasize the importance of continuing to strengthen bilateral cultural cooperation in areas of common interest, namely:

  • deepening mutual understanding between the two cultures through the translation of cultural works, reciprocal participation in cultural and artistic events, the exchange of working visits and expertise, and the implementation of joint cultural projects;
  • preserving, conserving, and enhancing cultural heritage through the exchange of experiences on new methods of managing world heritage sites, the enhancement of tangible and intangible cultural heritage, and the implementation of a program to combat illicit trafficking in cultural property;
  • capacity building and the sharing of technical knowledge through the creation of a training and continuing education program in the fields of theater, music, visual and performing arts, and the transfer to Morocco of Spanish expertise in artistic programming, management, and training for the benefit of the National Higher Institute of Music and Choreographic Arts (INSMAC); and
  • the development of Moroccan-Spanish archaeological excavation and research programs.

110. The two parties have agreed to exchange digital copies of archives of historical interest to both countries, already digitized by the archive centers of Spain and the archives of Morocco, and to establish a digitization program aimed at new collections for further exchanges.

111. Both parties recognize that culture and communication play a key role as strategic tools for understanding between peoples and promoting a better understanding of their common values and cultural heritage. They emphasize, in this regard, that bringing their cultures closer together contributes to strengthening mutual understanding and solidarity and to improving the quality of relations between the two countries. In this context, they agree to strengthen their cooperation in the fields of media, institutional communication, and creative industries, in particular by promoting the process of adopting the Memorandum of Understanding.

112. Continuing this momentum, the two parties also agree to accelerate the process of updating the film co-production agreement and to continue negotiations with a view to concluding a reciprocity agreement between the competent bodies in the field of copyright and related rights.

113. The two countries reaffirm the value of vocational training as a means of strengthening the personal, social, and professional skills and competences necessary to boost economic development and take advantage of the employment opportunities generated by economic and technological change in both countries. They will therefore continue to  implement their joint operational action plan, in line with the strategic priorities established jointly to ensure an adequate and inclusive vocational training provision.

114. Spain and Morocco underline the importance of strengthening their relations in the field of sport as a basis for promoting friendship and mutual understanding between their peoples.

115. The two countries agree on the importance of bilateral cooperation in the field of development, based on the exchange of knowledge and good practices, as well as on the strengthening of institutions in key areas such as gender equality, socioeconomic inclusion, and employment. In this context, it is essential to combat all forms of discrimination and incitement to hatred against migrants through joint actions between the two countries, as set out in the declaration of intent signed between the Moroccan Ministry of Economic Inclusion, Small Business, Employment and Skills and the Spanish Ministry of Inclusion, Social Security, and Migration  This cooperation contributes to building a sustainable partnership based on trust, mutual respect, and the alignment of strategic objectives, in a spirit of partnership that is beneficial to all parties.

116. In this spirit, both parties agree to work together to address the new needs and challenges shared by both countries and by the Mediterranean region as a whole. They thus recognize the importance of the AECID's new regional cooperation program with Arab countries, Masar al'an, one of whose fundamental priorities is to achieve greater integration in the Mediterranean region. 117. Spain recognizes Morocco's leadership and decisive contribution in the field of international development cooperation on the African continent, which is part of Morocco's African vision, and its essential role in South-South cooperation. In this context, the signing at the last RAN in 2023 of a MoU on triangular cooperation between the AECID and the AMCI, which has been developed over the last two years, culminating in a first joint project in the field of non-formal education and second chance schools with Niger, confirmed this dynamic.

118. Spain and Morocco express their satisfaction with the successful holding of the Fourth International Conference on Financing for Development (FfD4), which took place in Seville from June 30 to July 4, 2025, and reaffirm their commitment to the effective implementation of the commitments adopted. This meeting has represented a significant milestone in promoting the global agenda for financing sustainable development, as well as providing a valuable opportunity to reaffirm the shared commitment to multilateralism and international cooperation.

119. Both countries reiterate their strong support for the final document adopted by consensus, the “Seville Commitment,” which establishes a renewed global framework for financing development, aimed at accelerating the achievement of the Sustainable Development Goals. They also welcome the Seville Platform for Action, which has facilitated the articulation of strategic alliances aimed at promotingsubstantive transformations in various key areas of sustainable development financing.
