Having failed in all its actions against political opponents and free journalists in exile abroad, the General Directorate of Documentation and External Security, headed by General Major Djebbar Mehenna since September 2022, has just launched a vast campaign to recruit mercenary informers and influencers with a view to redeploying abroad, particularly in France

Clearly driven by a sense of survival after spending 11 months in prison, General Djebbar Mehenna has been trying to win over his superiors with a series of high-profile actions, all of which have ended in bitter failure. 

Starting with the case codenamed "Tournesol" at the DGDSE, concerning journalist Hichem ABOUD (author of these lines), who was the target of an attempted kidnapping and assassination in November 2021 in France and Belgium. Then there was the attempt to destabilize Mali through the creation of a separatist movement in the Moroccan Rif, the attempt to set up a TV channel in France and the provocation of Algerian businessmen to finance sordid and criminal actions. The failures of all these operations clearly indicate that the Algerian DGDSE is unable to place itself in orbit.

Djebbar Mehenna, whose actions to destabilize President Tebboune were unmasked when he recovered the telephone of one of his agents, known as the "London rat", is now playing the card of submission and kowtowing to the President in order to be forgiven and regain his virginity.

He seems to have succeeded in this endeavour, as he has recently been seen publicly appearing alongside President Tebboune during audiences granted to heads of state (most recently when he received the Sudanese President) and the Imam of Mali's Kountiya brotherhood, Mahmoud Dicko, on December 19.

To further consolidate his position alongside a president seeking military support to run for a second term, General Djebbar has just drawn up an action plan focusing on two targets. The opposition abroad and Morocco.

According to sources close to the DGDSE, a demonstration will be organized on February 17 or 24 in Paris at the Place de la République to commemorate the "hirak". During the demonstration, participants will call for a second term for Tebboune. This plan was submitted by General Djebbar himself to the current tenant of the El-Mouradia palace, who gave his approval. Colonel Fethi Moussaoui, head of the security office at the Algerian embassy in Paris, will head up the operation on site.

The second part of the plan involves recruiting dark web hackers of Pakistani, Russian and Chinese origin to hack into the e-mail accounts of the most prominent opposition figures, in order to identify their sources of information. They will also hack into YouTube channels that disturb the Algerian regime.

High bonuses for anti-Moroccan mercenaries

The plan drawn up in the villa Dar El Afia, transformed into the headquarters of the head of the DGDSE, on the heights of Algiers, reserves the lion's share for the "traditional enemy", Morocco. A substantial budget has been earmarked for the success of the operations to be launched shortly. President Tebboune and his army chief of staff, General Saïd Chengriha, have given their approval.

A number of sites and social networks controlled by the Algerian secret services have begun to leak information on this plan, which tends to lure Moroccan subjects with huge sums of money offered in the form of bonuses.

The main thrust of the anti-Moroccan plan is to tarnish the image of the Cherifian Kingdom's security services and King Mohammed VI's entourage in return for substantial financial compensation.

For example, 10,000 euros will be offered to anyone revealing a secret arms transaction. This sum is multiplied by ten for any revelation of the existence of a secret military base. 50,000 euros will be offered for any information relating to Moroccan military production.

 25,000 euros will be paid for any secret document relating to the private or professional life of a general officer in the Moroccan army. Any agent providing information on Moroccan security services will be rewarded with a bonus of 20,000 euros.

These lavish bonuses cover not only military secrecy and security services, but also major economic projects and Moroccan international relations. This component is remunerated to the tune of 25,000 euros.

200,000 euros for the recruitment of a Moroccan officer

In addition to gathering intelligence on Moroccan services, the royal palace and military and economic projects, the DGDSE plan includes a huge budget, unprecedented in the history of intelligence worldwide. The figures are staggering. No less than 200,000 euros for the recruitment of a Moroccan army officer, 100,000 euros for a senior security service executive. 

For a middle-ranking civil servant, a bonus of 25,000 euros is offered. 40,000 euros for a business executive and 35,000 for a government official. At the bottom of the scale, journalists are offered 15,000 euros.

Social networks, which constitute a veritable complex for the Algerian regime, are not to be outdone. The rewards are in the order of 3,000 euros for each video broadcast on the YouTube or Tiktok platforms that is critical of the Moroccan security services, 5,000 euros for a video that touches on the military establishment and 10,000 euros for any attack on the royal family. A 25% bonus will be added to any video exceeding 100,000 views.

The budget allocated to this plan, which is beyond all comprehension, leaves hints of misappropriation by those in charge of its execution. We're sure to see an abundance of fictitious agents whose lavish bonuses will be lining the bank accounts of DGDSE officers. It's a real windfall for them in this pivotal year marked by preparations for the presidential election. 

The designers of this plan do not foresee any sanctions against the recruiters of fictitious agents or the authors of false reports. At most, it states that any agent who provides false information will be terminated. This applies to agents who will be recruited, and not to officers. 

We also note the desire to set up companies in Europe for the benefit of any Moroccan agents. The latter would undoubtedly serve as aliases for DGDSE officers. It's hard to imagine the latter accepting the role of simple cashiers. Moreover, this plan is likely to have the same outcome as the previous ones. 

For the simple reason that it is virtually impossible for an Algerian DGDSE agent to venture out to gather military or economic intelligence on Moroccan territory, or to recruit Moroccan officials, whether civilian or military. 

Convinced in his heart that his end is near, General Djebbar, already imprisoned in the past for illicit enrichment, is seeking through this disproportionate plan to secure for himself and his close collaborators a good financial windfall which will enable them to ensure a golden retirement far from Algeria.
