The Kingdom of Morocco reaffirms its commitment to refocus efforts to further strengthen the triple nexus of peace, security and development

The Moroccan Minister of Foreign Affairs, African Cooperation and Moroccans Residing Abroad, Nasser Bourita, speaking via videoconference on the occasion of the opening of the Tangier Policy Conference organised in partnership with the African Union (AU) Department of Political Affairs, Peace and Security, called for the establishment of an AU Development Fund, such as the Peace Found, dedicated to financing African collective action in the area of socio-economic and human development. He also called for the exploration of ways and mechanisms that can tighten the alignment and combination between the various corporations in charge of sustainable progress, peace and security and governance in Africa, more particularly between African Peace and Security (APSA), African Governance Architecture (AGA) and the African Development Bank (AfDB).

Furthermore, the minister recommended the establishment of the extension of this Political Conference by institutionalising it as the "Tangier Process", which will involve all stakeholders, including the private sector, in creating a real stimulus for the stability and development of the continent, noting that the objective will also be to develop reliable data on the consummation of the triptych "peace, security and development" in the realisation of Agenda 2063 and the Sustainable Development Goals.

The appointment of Morocco as host of the conference is a recognition of the contribution of the Kingdom of Morocco on this issue, which has made the curriculum based on the "nexus of peace, security and development" a fundamental element of Morocco's engagement in Africa.

At the pan-African institutional level, Morocco has been careful to put tripartite coherence on the council's agenda since it first served on the Peace and Security Council from 2018 to 2020, he said. And he added that the Kingdom's vision is also reflected at the international level, in multilateral platforms, especially the United Nations, advocating for African needs and realities to be taken into account in any initiative aimed at peace, security and development on the African continent. The appointment of Morocco as host of the conference is a recognition of the Kingdom of Morocco's contribution to this issue, as King Mohamed VI has made the 'peace, security and development nexus' curriculum a central element of Morocco's engagement in Africa. In this regard, Africa's engagement with multifaceted, complex and multidimensional security challenges must be based on new predictive and intervention rather than observation and response approaches. Thus, the minister added: "Morocco believes that the timing and sequencing of actions must give more confidence in our collective African capacity to meet our challenges and move forward," recalling the royal call on this occasion: "It is well known: you have to trust Africa".

"It is this trust that we believe is missing in the continent's peace, security and development efforts to unlock its potential for continental and global integration," he continued, stressing that trust means "a partnership of equals, free from all traces of predation and influence for profit". Friendship also depends, he insisted, on "active solidarity, beyond immediate interest and for a pan-African construction that requires a sincere commitment and a pooling of resources in the service of African populations".

"It is to frame this trust that Morocco has boldly committed itself, under the leadership of HM King Mohammed VI," the minister recalled, who concluded that this trust constitutes the cornerstone for the implementation of all African unifying projects aimed at development and the unification of the international space.
