La situación de la libertad en Sudán/ The Situation of  Freedom in Sudan

Las leyes de Sudán cumplen con los estándares de libertad de propiedad de la prensa, el derecho a la publicación y opinión y otros criterios, la ley se compromete a cumplir los estándares internacionales, incluyendo el artículo 19 de la Declaración Universal de Derechos Humanos.

Sudanese law meets the standards of open ownership of the press, the right of publication and opinion, and other criteria, where the law was committed to the well-known international standards, including Article 19 of the Universal Declaration of Human Rights.

La propiedad de los periódicos, debido a los estándares mencionados, está abierta al sector privado, a las compañías, individuos, organizaciones, gobierno y a los partidos de oposición, y es por ello que los periódicos sudaneses no son gubernamentales, sino propiedad del sector privado, donde periódicos, periodistas y escritores tienen el derecho de criticar al Gobierno y al Ejecutivo; y los servicios de seguridad tienen que recurrir a la Justicia en el caso de que se transgredan las leyes, con muchos casos en los que los juzgados no dictaminaron a favor de los servicios de seguridad.

The ownership of newspapers, due to the said standards, is open to private sector, companies, individuals, organizations, government and opposition parties, and thus Sudanese newspapers are not government ones, but owned by private sector, where newspapers, journalist and writers have the right to criticize the government and the executive body, and the security agencies have to resort to the judiciary, in case of exceeding the laws, where the Sudanese courts ruled in many cases not in favor of the security services.

Sin embargo, las excepcionales circunstancias de Sudán y la situación de guerra han hecho que las autoridades promuevan la censura en ocasiones, pero ha sido  levantada cuando las razones desaparecen, muchas veces en base a decisiones presidenciales. Por otro lado, ciertos periódicos y periodistas han sido silenciados a veces por cortos y largos periodos de tiempo si las autoridades creen que han vulnerado la ley.

However, the exceptional circumstances of Sudan and situations of war have promoted authorities to censor newspapers sometimes, and is lifted when the reasons go away, and sometimes censorship is lifted by presidential decisions, as well as newspapers and journalist shout down sometimes for short or long periods if the authorities see that they had exceeded the law.

Organizaciones sudanesas de prensa juegan un rol importante a la hora de impedir violaciones de la libertad de prensa, emitiendo declaraciones y defendiendo el cumplimiento de la ley, así como manteniendo los privilegios obtenidos por los periodistas sudaneses mediante la lucha durante décadas.

Sudanese organizations for Press Freedom plays its role towards violations on press freedoms by issuing statements and claim to comply with the law, in confirmation of the freedom of the press guaranteed by the law, and to maintain the gains obtained by the Sudanese journalists through their struggle for decades.

A este respecto, el presidente de Sudán ha emitido un documento que incluye reformas políticas para garantizar las libertades civiles.

In this regard President of the Republic issued a reform document that includes political reforms to guarantee the civil freedoms.

Este desarrollo en el tema de la libertad de prensa se considera un desafío a la oposición para demostrar su disposición a lograr la estabilidad y proporcionar el entorno propicio para mejorar la situación humanitaria y de los derechos básicos de las personas. Para ello es necesario abstenerse de la politización y focalización política

This development on the issue of press freedom is considered a challenge to the opposition to prove its readiness to achieve stability and provide the conducive environment to improve the humanitarian situation and basic rights for the people. This requires refraining from the political Politicization and Targeting.

El elogio del  enviado de Naciones Unidas, el Dr. Abdallah Al-Matouq, y del Alto Comisionario para los Refugiados, Antonio Guterres, en su visita al los campos de refugiados sudaneses, que han huido de la guerra civil  en Sudán del Sur hacia el estado del Nilo Blanco, y su alabanza a los esfuerzos del gobierno a la hora de proporcionar refugio y  los servicios básicos para esos refugiados confirman que el sufrimiento de los refugiados en Kordofan del Sur y los obstáculos a la aplicación del acuerdo tripartito para permitirles el acceso de ayuda humanitaria se debe a la actitud hostil del SPLM N y revela el impacto negativo de los activistas y otros círculos..

The praising of the UN Humanitarian Affair Envoy, Dr. Abdallah Al­ Matouq and the High Commissioner for Refugees, Antonio Guterres, in their visit to the camps of Southerners fleeing the civil war in South Sudan to White Nile State, and their lauding to the efforts of the Sudanese government in providing the shelter and basic service to those refugees affirmed that the suffering of the refugees in South Kordofan and hindering the tripartite agreement on the access of humanitarian assistance to them is due to the hostile stance of the SPLM/N and reveals the negative impact of the activists and other circles.

A pesar de todos los esfuerzos llevados a cabo por el gobierno para mejorar los derechos y las libertades en el país, la comunidad internacional no reconoce estos logros. Cualquier observador neutral reconocería que el estado de las libertades en Sudán es mucho mejor que en otros países vecinos; pero estas acusaciones internacionales son debidas a la ingratitud de algunos de los sudaneses que están motivados por motivos ideológicos y que son incapaces de distinguir entre los asuntos nacionales y partidistas.

Despite all the efforts of the government to improve the rights and freedoms in the country, the international community doesn't recognize the issues. Any neutral observer will recognize that the practice of freedoms in Sudan is much better than is the case in most of the neighboring states; but it is the foreign targeting and the ingratitude of some of the Sudanese who are motivated by ideological motives which failed to distinguish between the national and partisan issue.
