INTERPOL General Assembly: Abdellatif Hammouchi holds a series of bilateral meetings with heads of international delegations
The 93rd General Assembly of INTERPOL, held in Marrakech from 24 to 27 November 2025, was marked by an exceptional diplomatic activity led by the Director General of the DGSN-DGST pole, Mr. Abdellatif Hammouchi. Heading an important security delegation, he conducted no fewer than forty-three bilateral meetings with senior officials representing States and international organisations, confirming Morocco’s growing influence within global police cooperation networks.
According to the DGSN communiqué, these meetings were organised at the request of the participating delegations, which sought to deepen discussions on security issues, assess existing levels of cooperation and explore new partnership avenues. This momentum made it possible to broaden Morocco’s circle of interlocutors, with a notable opening towards new partners in Europe, Asia, Latin America and Africa.
These meetings were also an opportunity to showcase the Moroccan security model, recognised for its effectiveness and strong capacity for anticipation. Several partners expressed their willingness to draw inspiration from it within a framework of technical, operational and strategic cooperation. Discussions focused in particular on combating organised crime, cybercrime, public order operations and international police cooperation.
At the European level, Mr. Hammouchi met with high-ranking police officials from countries such as Poland, Serbia, Russia, Sweden, Denmark, Montenegro, Slovenia, Switzerland, Slovakia, Bulgaria and Romania. He also held talks with the heads of the German (BKA), Spanish, Italian, Hungarian, Belarusian, Macedonian and Czech police forces, highlighting a notable intensification of security relations with Europe.
African cooperation also occupied an important place on the Director General’s agenda. He held meetings with the police chiefs of Benin, Mauritania, Burkina Faso, Mali, Cameroon, Namibia, Rwanda, Sudan, Niger, Chad, Senegal, Gabon, Kenya and Mozambique. These exchanges helped consolidate Morocco’s security alliances across the continent and strengthen its role as a key partner for regional stability.
Discussions with Latin American and Caribbean countries further enriched this dynamic. Chile, Argentina, Brazil, the Bahamas and Panama took part in bilateral meetings focused on sharing expertise and coordinating action against transnational criminal networks. On the Asian front, Mr. Hammouchi received senior officials from India, Turkey, Bahrain, Kuwait, Malaysia, Yemen, China, South Korea and Nepal.
In parallel with these meetings with national representatives, the head of the DGSN-DGST also placed particular emphasis on strengthening multilateral cooperation. He met with the president of Interpol, its secretary general, as well as several members of the organisation’s executive committee. Discussions were also held with the Council of Arab Ministers of the Interior, Naif University for Security Sciences and the United Nations Department of Peace Operations.
Some of these meetings resulted in the signing of key memorandums of understanding. An agreement was reached with the Norwegian national police to strengthen bilateral cooperation in the fight against transnational organised crime. Another protocol was signed with the Ethiopian federal police, focusing on the development of operational, technical and intelligence cooperation, as well as capacity-building through training programmes.
Through this series of strategic meetings, Morocco reaffirms more than ever its central role in the international security architecture. The personal involvement of Mr. Abdellatif Hammouchi and his ability to build strong partnerships have strengthened the credibility of the Moroccan security model and expanded its sphere of influence, making these exchanges a major lever for peace, cooperation and the fight against transnational threats.
