Minsait stresses the need to strengthen the role of people in the digitisation of Justice

In a continuous effort to modernise and improve the judicial system, DATAfórum Justicia 2024 is being held from 11 to 13 November at the University of Granada, bringing together more than 120 experts from the administration, institutions and private companies to address and evaluate the role of artificial intelligence and the use of data in the modernisation of judicial processes, while learning about advanced technological solutions that promote efficiency in the innovation of the Spanish justice system.
Within this scenario, Minsait, Indra Group's digital company, underlined the value of people as the centre of the equation in the transformation of Justice, and highlighted the need to integrate technology in the Administration to move towards a Digital Justice that facilitates and improves the accessibility, transparency and efficiency of judicial services.
In the words of Grisel Giunta Santimoteo, Head of Justice in Public Administrations at Minsait: ‘Digital transformation in Justice goes beyond implementing advanced technology; it is about putting people at the centre of change, empowering the role of all the people who operate and benefit from it’. This human approach seeks to ensure fair and efficient access to justice for both citizens - as the final recipients of the service - and the users of judicial bodies, whose role ‘is crucial in this process, as they are the ones who ensure that digital tools are used in an ethical and citizen-centred way’.
In line with this human perspective, for Minsait the vision of Digital Justice must be inclusive, guaranteeing that all people have access to a public service that responds to their needs and respects their rights. This involves the continuous education and training of Public Justice Service professionals to strengthen their digital skills and optimise their performance, which has a direct impact on the efficiency and effectiveness of the service, as well as improving the quality of data and increasing its productivity.
A fairer and more efficient system
Furthermore, Minsait stresses that for technology to be an ally and not a challenge, it is essential to prioritise an implementation that respects the rights and needs of all the people involved when committing to digitalisation, prioritising AI systems without discrimination or bias, and other driving forces such as automation, data analytics and increased cybersecurity. ‘The key is that technological advances allow users of the Administration of Justice to be freed from mechanical tasks, giving them more time for strategic and humanly sensitive decisions, which guarantees a fairer and more efficient system,’ says the expert.
The company maintains that a great opportunity to strengthen Justice as a public service lies in the collaboration of the public and private sectors. This type of cooperation makes it possible to combine the experience and resources of each sector to develop ‘collaborative models for the judicial sphere and spaces for co-creation, facilitating the development of comprehensive solutions adapted to the needs of the system and the people’, emphasises Grisel Giunta Santimoteo.
With the same purpose of ensuring that digital justice remains accessible to all, it is essential to reduce the digital divide and guarantee direct and efficient telematic communication between citizens and the Administration of Justice. To this end, she believes that it is vitally important to ‘invest in the training of teams and promote intuitive platforms for citizens, so that everyone, regardless of their technological knowledge, can benefit from these advances’.
Minsait has been working with administrations for more than 35 years, has developed more than 100 justice modernisation projects in 15 countries and has installed its information systems in more than 10,000 judicial bodies. Minsait's specialised Justice unit works in a coordinated and permanent manner with other areas of the company, with a vision of the future and determination to design and build products and solutions, incorporating valuable services that provide a real improvement in the Public Justice Service.
The company has successfully implemented electronic court file projects in the courts of Nicaragua, Costa Rica and Spain, where it is a leader in the development of judicial management systems and service provision, both in the central and regional administrations.
