Morocco launches a strategic plan to lead clean energy exports to Europe

Morocco is promoting a strategic program called “Power Export: One Shop Store Export” to consolidate its exports, expand its international trade, and position itself as a leader in clean energy for Europe.

Morocco has launched an unprecedented initiative called “Power Export: One Shop Store Export,” which aims to diversify its export markets, strengthen the Made in Morocco brand, and advance its plan to become a key global supplier of renewable energy, with a special focus on the European market.

This ambitious plan seeks to boost the international presence of national companies and make the North African country a key energy partner for the European Union in the field of renewable energy.

Power Export for a Morocco that is a leader in green energy

The Moroccan government has launched the “Power Export: One Shop Store Export” initiative with the aim of consolidating the country's presence on the world trade scene and strengthening the international profile of its national companies. 

This program not only aims to diversify markets and consolidate the Made in Morocco brand, but also to integrate into the country's strategy to position itself as a leading supplier of renewable energy on a global scale, with a particular focus on the European Union market.

Thanks to the measures taken by the Ministry of Foreign Trade in collaboration with the development agency Maroc PME, the Kingdom has taken a firm step towards strengthening its export capacity, with the ambition of increasing its exports in terms of green energy.

This initiative is part of the 2025-2027 Foreign Trade and Employment Growth Pact, designed to increase the competitiveness of Moroccan companies on the international stage, and has two specific objectives: 

· Expand the network of destinations for domestic products, strengthening the prestige of the “Made in Morocco” brand.

· Facilitating the integration of Moroccan companies into global value chains. 

In this regard, the Ministry of Foreign Trade seeks, through this strategy, to provide personalized support to entrepreneurs and give them the tools they need to ensure a lasting presence in global markets.

This objective will be achieved through two lines of support established by the program: first, offering companies starting out in foreign trade a diagnosis and action plan with public funding of up to 80% of the costs; second, providing individualized support to companies that already export so that they can implement their expansion plans, with incentives of up to two million dirhams.

Consolidating Morocco's export presence in the world is an objective that is achieved through clear frameworks, concrete tools, and personalized support for entrepreneurs provided by the new Power Export program.

Solar and wind power potential moving towards decarbonization 

In addition to boosting traditional exports, the Power Export: One Shop Store Export plan is also part of Morocco's strategic vision to position itself as a key player in the global energy market. 

With significant solar and wind power potential, the North African country is making decisive progress in its decarbonization agenda, aiming for renewable energies to account for 52% of its energy mix by 2030.

Morocco's enormous energy potential provides a solid foundation on which plans are being made to supply electricity and green hydrogen to Europe. This strategy involves huge projects, such as submarine interconnection cables with Spain and the United Kingdom and the formation of large international consortia. 

The development agency Maroc PME, which is involved in the development of the program, stated that Morocco is laying the foundations not only for exporting products, but also clean energy and advanced technological solutions, with a view to making the national economy a key player in the global energy transition.

In its ambition to lead the supply of green hydrogen to Europe and become a regional energy hub, Morocco is relying on collaboration with leading international companies, including Spain's Acciona and Moeve.

Towards the expansion of foreign trade

The comprehensive Power Export: One Shop Store Export program is a one-stop shop that supports Moroccan companies, whether they operate internationally or are preparing to enter global markets, in structuring their approaches, conquering new markets, and consolidating the competitiveness of their exports.

The initiative consists of two complementary components that address various needs of exporters: an emergency diagnosis and an export action plan.

It is a program aimed especially at first-time Moroccan private exporters, including those located in accelerated industrial zones, with at least two years of activity and capital not exceeding 50% owned by companies with a turnover of more than 200 million dirhams.

In this context, the “Individualized Export Support” component serves both first-time and established exporters.New exporters must therefore meet the same turnover criteria with untapped export potential.

Established exporters must demonstrate a minimum export volume of 5 million dirhams over the last two years and submit action plans specifying growth targets, target markets, and operational measures for the period 2025-2027.

Access to these benefits requires a minimum average turnover of 2 million dirhams excluding taxes (1 million for handicrafts), operating in sectors with high export potential, such as manufacturing, high value-added services, handicrafts, agri-food, or the green economy.

This component finances up to 80% of export diagnostic costs, with a maximum limit of 50,000 dirhams, to assess companies' positioning capacity in foreign markets and develop appropriate roadmaps.

Financial assistance covers 80% of eligible expenses excluding taxes, with a limit of MAD 1 million for new exporters and MAD 2 million for established exporters.

In addition to technical and financial assistance, Power Export aims to generate a tangible national economic impact by creating skilled jobs, developing human resource skills, and integrating Moroccan companies into global value chains.
