Morocco prepares a new law to end the case of urban planning agencies
The Ministry of National Territory Preparation, Construction, Housing and City Policy takes the necessary measures to put an end to the chaos in which urban organizations find themselves through a bill prepared by Minister Fatima Zahra al-Mansouri.
This new law, currently being drafted, will organize the establishment of regional reconstruction and housing organizations as new entities that will compensate urban organizations. The latter represent one of the problems presented on the table of the Government Council in order to resolve it definitively.
Functions of the Regional Reconstruction and Housing Agency
According to this bill, the Regional Reconstruction and Housing Agency will be responsible for implementing the city's policy on territorial development, reconstruction, housing and urban policy within its territorial zone.
In this way, it will be the Regional Agency that will carry out the necessary studies to prepare the reconstruction documents, ensure that they are tracked and activated in accordance with their specific orientations and with the particular characteristics of the land.
It will also be responsible for preparing the draft reconstruction documents provided for in the legislative and regulatory texts in force, as well as ensuring that sectoral strategies and programs are harmonized and operational.
The programming of the new projects allows the objectives of the indicative designs of the urbanization to be achieved, of which the completion of special studies for the implementation of open areas for reconstruction stands out.
The Agency will also contribute to the preparation of studies on Territorial Architecture Charters, as well as studies aimed at assessing the regional and local architectural character.
The agency undertakes to provide its opinion on the reconstruction license application files it receives. This is carried out within the established deadlines, in accordance with the legislative and regulatory provisions governing all types of construction, residential groups and the division of real estate and sale of real estate.
In parallel, the Agency will also monitor real estate fragmentation projects, residential groups and the division of authorized properties and buildings when they are in the process of completion, in order to ensure their compliance with the provisions of the legislative and regulatory texts.
It will, in fact, review their licenses and point out possible irregularities, in accordance with existing legal texts. The new entity will work in collaboration with sector agents on the ground for the good development of each region; as well as contribute to the implementation of development programs launched by the Government in this area.
The regional institution will supervise the selection, monitoring and evaluation of the various integrated projects for the development of the territories, particularly in rural areas.
In this sense, the agency, in collaboration with partners and local actors, will continue the preparation of the technical and financial structure of these rural territories, on the one hand. On the other hand, it will be in charge of collecting and disseminating information about reconstruction, groups, work and territories.
Between development, monitoring and evaluation, which are essential missions of the Regional Reconstruction and Housing Agency, the new delegation will establish the indicators of the effectiveness of reconstruction, through the development of practical exploitation models, as one of its strategies. of development of regional territories.
