Morocco focuses on the digitalisation of Moroccans living abroad

  1. The digitisation of Morocco 

Morocco is focused on national modernisation in all areas, and Moroccans living abroad (MREs) are no exception to this trend. 

The Moroccan kingdom is working to promote the digitalisation of Moroccans living abroad, as demonstrated by its celebration of National Day for Moroccans Living Abroad with a workshop on digitalisation under the slogan ‘The digital transition: strengthening local services for Moroccans around the world’. 

The workshop was an initiative of the Department for Moroccans Living Abroad of the Ministry of Foreign Affairs, African Cooperation and Moroccans Living Abroad, together with several partners. 

The aim is to combine the service dedicated to Moroccan citizens living abroad with technological innovation in the public sector to facilitate access to administrative services and strengthen the bond between those living abroad and their homeland. 

At the event, which was held in different areas of the Moroccan kingdom, the progress of public services towards digitalisation was monitored and the experiences and suggestions of users who have accessed administrative websites during their stay abroad were taken into account. 

It is important for Moroccans living abroad to be involved in the digital initiative, as they play a key role in national development and in the economic, cultural and social projects undertaken by the North African country. 

The secretary general of the Council of the Moroccan Community Abroad, Abdallah Boussouf, explained to Al Arab: 

'The Council closely monitors the situation of Moroccans abroad and the various problems they face, with the aim of drawing up proposals for solutions, in accordance with its constitutional mandate, (...). Discussions about this group are no longer limited to mere financial transfers that support the national economy; we are now dealing with a real and direct player in the development process.' 

The digitisation of Morocco 

The importance of this initiative lies in the kingdom's journey towards the creation of a unified online platform to improve the efficiency of the public sector. The Morocco Digital 2030 strategy, launched in 2024 by royal decree, seeks precisely to accelerate the digitisation process in the public sector. 

According to the report ‘Morocco 4.0: Deciphering its Digital Power’ by the Xunta de Galicia, in 2024, the Ministry of Finance found that only 23% of the public sector is fully digitised. It therefore highlighted that the country has many opportunities for progress. 

In February 2025, the Minister Delegate for Digital Transition and Administrative Reform, Amal El Fallah Seghrouchni, had already officially presented this administrative platform called the ‘Unified Administrative Services Portal’, which had been announced by Ghita Mezzour, also Minister Delegate to the Head of Government for Digital Transition and Administrative Reform, in 2024. 

In May 2025, the Moroccan Ministry of Digital Transition and Administrative Reform and the Directorate General of National Security (DSGN) signed a collaboration framework for e-government and to extend the use of the National Electronic Identity Document. 

By 2023, more than 600 public administrative services and processes had already been digitised, of which more than 300 are aimed at citizens, more than 200 at businesses and more than 100 are intergovernmental processes. 

Since then, several bureaucratic processes in all areas have been drastically streamlined, reducing the number of documents required and the time needed to travel if the procedure is carried out in person. 

'However, the digitisation of public services in Morocco is not uniform and varies according to the public entity. While sectors such as customs have made considerable progress, other areas face significant obstacles,' said the report by the Xunta de Galicia in 2024. 

But with the fast pace of the Morocco Digital 2030 strategy, sectors such as tourism are also undergoing changes so that both locals and travellers can optimise their activities in the country.
