14 French elected officials make up one of the groups tasked with monitoring Morocco's upcoming local, regional and legislative elections. On 8 September, 18 million Moroccans are called to the polls to elect their local, regional and parliamentary representatives for the next five-year term.
This is the first time in history that the three electoral processes at all levels in the Alawi kingdom coincide at the same time, and it is a major organisational challenge, with thousands of international observers on hand to ensure the smooth running of Morocco's electoral mechanism.
The National Council for Human Rights (CNDH) has granted permits to various organisations and institutions to be present to monitor the elections. Up to 4,600 people will be observing the procedure and making sure that the electoral mechanism is working properly. Within this group of observers, fourteen French elected officials will be on mission to observe the 8 September elections in Morocco.
The Cercle Eugène Delacroix, a body of French elected officials working for Franco-Moroccan friendship, was accredited by the CNDH to lead a delegation of 14 elected representatives from all over France for a mission to observe the local, regional and legislative elections that will take place next Wednesday. This entity has been working since 2014 to strengthen cooperation and fraternity between the French and Moroccan nations in various fields such as politics, economics, social affairs, etc.
"Like the 2016 legislative elections, the Cercle Eugène Delacroix will deploy several French-speaking elected representatives as independent observers in several cities and provinces of the Kingdom (Tangier, Fez, Meknes, Salé, Essaouira, Guelmim or El Aaiún)," the Cercle Eugène Delacroix indicated in an official note.
"The delegation made up of 14 French elected officials from all political sides will participate next Monday in the training session for French-speaking international observers, which will take place in Rabat before each of them arrives at their destination," the organisation said in a press release.
"With the delegation of elected representatives of the Cercle Eugène Delacroix, spread throughout the Kingdom, we will witness, on the front line, this democratic time. After the acceleration of the economic development experienced by Morocco, we are happy as elected representatives to support the highlights of the Kingdom. This observation mission engages us in a complicated international sanitary period and we are fully aware of this," declared Khadija Gamraoui, secretary general of the Cercle Eugène Delacroix, who is leading this delegation for the second time, in the official communiqué, reported by Les Eco.
Other organisations from Africa, Europe and Asia have received permission to monitor the Moroccan elections thanks to the approval of their dossier on the basis of the conditions required. They will thus be able to verify the proper functioning of the electoral mechanism in all regions of the Kingdom, as confirmed in a press release by the CNDH.
Some of these entities are the Parliamentary Assembly of the Council of Europe, the International Organisation of the Francophonie, the Civil Chamber of Russia, the Congress of Local and Regional Authorities of the Council of Europe, the National Council of Audiovisual Regulation in Senegal, the Higher Council of Communication in Burkina Faso, the African Centre for Conflict Prevention, the aforementioned Cercle Eugène Delacroix, Dynamic Morocco or the Network of African National Human Rights Institutions.
Meanwhile, at the Arab level, the Arab League, the Arab Parliament and the Arab Network of National Human Rights Institutions have been accredited, as officially confirmed by the CNDH. In addition, the diplomatic representations in Rabat of the European Commission, the United Kingdom, Canada and the Netherlands were also selected. The CNDH has indicated that communication meetings will be organised for these organisations and bodies, in order to shed light on the legal features related to the elections and observers, as reported by Le Matin media.
