These are the 22 new agreements sealed between France and Morocco

The first day of Emmanuel Macron's visit to the Moroccan kingdom culminated in the signing of 22 agreements and protocols in different vital sectors; consolidating the Franco-Moroccan partnership

The King of Morocco, Mohammed VI, and the President of France, Emmanuel Macron, presided, on the first day of the French President's official visit to Rabat, over the signing ceremony of 22 agreements between Morocco and France in different vital sectors: 

1. Agreement between ONCF and ALSTOM on the supply of high-speed trains and their support elements, signed by the director general of the National Office of Railways (ONCF), Mohammed Rabie Khlie, and the director general of ALSTOM, Henri Poupart-Lafarge. 

2.      Joint Development Agreement between the OCP and ENGIE within the framework of a partnership in the field of energy transition, signed by the Chairman and CEO of the OCP Group, Mostafa Terrab, and the CEO of ENGIE, Catherine MacGregor. The agreement covers 5 projects: ‘Electricity transmission grid’, ‘green hydrogen’, ‘green electricity’, ‘agricultural salinisation’ and ‘research and innovation’. 

3.      Framework Agreement in the agricultural and forestry fields, in view of Morocco's position as a link between France, the European Union and Africa, for the strengthening of economic, social and environmental sustainability, the resilience of these sectors to climate change and agricultural cooperation in Africa, signed by the Moroccan Minister of Agriculture, Maritime Fisheries, Rural Development and Water and Forests, Ahmed Bouari, and the Minister of Agriculture, Food Sovereignty and Forests of the French Republic, Annie Genevard.

4.      Memorandum of Understanding between the OCP Group and the French Development Agency (AFD) with 350 million euros in the field of decarbonisation, signed by OCP Group Chairman and CEO Mostafa Terrab, AFD CEO Rémy Rioux and Bpifrance Director of International and European Affairs Isabelle Bebear. The agreement focuses on the development of agricultural and food value chains in Africa through support for the OCP's ‘Agrifinance’ platform, training and research in the field of food security. 

5.      Memorandum of Understanding concerning the extension, development, financing, construction, operation and maintenance of the second phase of the Taza wind farm (63 MW), signed by ONEE Director General Tarik Hamane and Bruno Fyot, Deputy Director General of EDF Renouvelables. 

6.      Memorandum of Understanding between the CMA CGM Group, the world's third largest shipowner, and Tangier Med, aimed at developing a container terminal and launching the Nador West Med platform (1.2 million containers) with an investment of some 258 million euros. Signed by the Chairman of the Supervisory Board of the Tangier-Mediterranean Special Agency (TMSA), Fouad Brini, and the CEO of the CMA CGM Group, Rodolphe Saade. 

7.      Memorandum of Understanding between the Government of the Kingdom of Morocco and the SAFRAN Company for the creation of an aircraft engine maintenance and repair site with an investment amount of almost 130 million euros, signed by the Moroccan Minister of Industry and Trade, Ryad Mezzour, the Minister Delegate of the Head of Government for Investment, Convergence and Evaluation of Public Policies, Karim Zidane, and the Chairman of SAFRAN, Ross McInnes. 

8.      Memorandum of Understanding on the creation of a Morocco-France investment accelerator (3MMDH of capital) aimed at stimulating investment throughout Morocco, including the southern provinces, signed by the Director General of the Mohammed VI Fund for Investment, Mohammed Benchaaboun, the Director General of the French Development Agency (AFD), Rémy Rioux, the Director General of STOA, Marie-Laure Mazaud, and the Director of International and European Affairs Bpifrance, Isabelle Bebear. 

9.      Memorandum of Understanding in the field of water for a new budget support programme to strengthen integrated water resources management by mobilising 100 million euros, signed by the Minister of Equipment and Water, Nizar Baraka, the Minister Delegate of the Minister of Economy and Finance, Fouzi Lekjaa, the Minister of State to the Minister of Europe and Foreign Affairs, in charge of the Francophonie and International Partnerships, Thani Mohammed-Soilihi, and the Director General of the French Development Agency (AFD), Rémy Rioux.  

10.  Memorandum of Understanding on the creation of a Franco-Moroccan Research Centre (CRFM) with an African vocation; the first of its kind in Africa dedicated to training, research and innovation in the most advanced fields: artificial intelligence, Big Data, cybersecurity, renewable energies, hydrogen and human and social sciences. Signed by the President of the International University of Rabat, Noureddine Mouaddib, the CEO of the National Centre for Scientific Research (CNRS), Antoine Petit, and the President of the Sorbonne University, Nathalie Drach-Temam. 

11.  Assistance contract between the National Office of Railways (ONCF) and the SYSTRA/EGIS Company on the LGV infrastructure projects between Kenitra and Marrakech, signed by the Director General of the ONCF, Mohamed Rabie Khlie, and the Director General of EGIS, Laurent Germain.

12.  Contract for the supply of track devices for the LGV line between Kenitra and Marrakech between the ONCF and the company Vossloh Cogifer, signed by the Director General of the National Office of Railways (ONCF), Mohammed Rabie Khlie, and the President of VOSSLOH, Bertrand Gryspeert.

13.  Launch of the ‘Morocco's Offer’ for the development of the green hydrogen sector, signed by the Moroccan Minister of the Interior, Abdelouafi Laftit, the Minister of Economy and Finance, Nadia Fettah, the Minister of Energy Transition and Sustainable Development, Leila Benali, the Minister Delegate to the Head of Government responsible for Investment, Convergence and Evaluation of Public Policies, Karim Zidane, the CEO of Total Energies, Patrick Pouyanne, and the CEO of Total Eren, David Corchia. 

14.  Strategic Partnership on Energy Cooperation, Connectivity and Energy Transition, signed by the Minister of Energy Transition and Sustainable Development of Morocco, Leila Benali, and the Minister Delegate of the Minister of Ecological Transition, Energy, Climate and Risk Prevention, in charge of Energy, Olga Givernet. 

15.  Declaration of Intent on financial cooperation in the railway sector, signed by the Minister of Economy and Finance, Nadia Fettah, the Director General of the National Office of Railways (ONCF), Mohamed Rabie Khlie, and the French Minister of Economy, Finance and Industry, Antoine Armand. 

16.  Declaration of intent on strengthening bilateral cooperation on civil protection, signed by the Moroccan Minister of the Interior, Abdelouafi Laftit, and the French Minister of the Interior, Bruno Retailleau. 

17.  Declaration of intent on strengthening cooperation in combating fires in natural areas, signed by the Moroccan Minister of the Interior, Abdelouafi Laftit, and the French Minister of the Interior, Bruno Retailleau. 

18.  Declaration between the Moroccan National Ports Agency and the AFD, signed by the Moroccan Minister of Equipment and Water, Nizar Baraka, and the Director General of the French Development Agency (AFD), Rémy Rioux. The objective is to mobilise a loan of 100 million euros for a new support programme focusing on the green transition of the ports, the improvement of resilience to climate change, the blue economy and innovation covering the whole of the national territory, including the southern provinces (Dakhla and Laayoune). 

19.  Franco-Moroccan Declaration of Intent for Cooperation in Education 2024-2026 to support training courses of excellence, technical education programmes, the network of French educational institutions in Morocco, the teaching of Arabic in France and the revitalisation of inter-academic partnerships, signed by the Minister of National Education, Preschool and Sport, Mohamed Saad Berrada, the Minister of National Education, Anne Genetet, and the Minister of Higher Education and Research, Patrick Hetzel.

20.  Declaration of Intent in the field of Higher Education, Scientific Research and Innovation for university training, scientific cooperation and collaboration in governance, signed by the Minister of Higher Education, Scientific Research and Innovation, Azzedine El Midaoui, and the Minister of Higher Education and Research, Patrick Hetzel.

21.  Declaration of intent on cultural cooperation, signed by the Minister of Youth, Culture and Communication, Mohammed Mehdi Bensaid, and the Minister of Culture, Rachida Dati. The aim is to strengthen their cooperation in cultural and creative industries, books, libraries and the French-speaking world, exchanges between professionals and support for mobility, heritage and museums, art professions and a common projection towards Africa.

22. Declaration of Intent on the support and structuring of the ecosystem of the cultural and creative industry of video games, signed by the Moroccan Minister of Youth, Culture and Communication, Mohammed Mehdi Bensaid, the Minister of Europe and Foreign Affairs, Jean-Noël Barrot, and the Minister of Culture, Rachida Dati. The aim is to strengthen cooperation by mobilising French expertise to support the structuring of the video game ecosystem in Morocco and the creation of a Gaming City in Rabat led by the Ministry of Youth, Culture and Communication of the Kingdom of Morocco.
