In Moscow, the details of the possible agreement and the explanations of Donald Trump's special envoy are being studied.
The Europeans are looking for ways to finance the rearmament that is essential in view of the change in attitude of the US president, who received the NATO secretary general with a better attitude towards the organisation provided that the Europeans increase defence spending to more than 3% of GDP.
