The Sahrawi Peace Movement welcomes the historic UN Resolution 2797 which opens the door to a peaceful solution for Western Sahara and calls for an inclusive and constructive negotiation process

The Permanent Political Commission (PPC) held an extraordinary meeting on Sunday, 2 November, to analyse the latest developments following UN Security Council Resolution 2797 on Western Sahara.

Following this meeting, the CPP issued the following statement:

The Sahrawi Movement for Peace (MSP) welcomes with interest and a sense of responsibility the recent Resolution 2797 of the United Nations Security Council on Western Sahara, which marks a substantial change in the handling of the conflict.

This resolution is not a simple extension of the mandate of MINURSO, but a strategic reformulation that places the 2007 autonomy proposal at the centre of the process, considered by the MSP as a valid basis for achieving a realistic, consensual and, above all, ‘win-win’ solution, as solemnly proclaimed by the King of Morocco on Friday, 31 October.

By prioritising this approach, the Security Council redefines the parameters of international law, shifting the problem from the rigid framework of decolonisation to a political logic based on the negotiation of a compromise formula, while respecting the essential symbols of sovereignty of the Kingdom of Morocco.

The resolution, promoted by the United States and supported by most of the major Western powers that make up the Security Council, opens the door to a peaceful solution to a long-standing conflict. It also reflects the confidence of these powers in the maturity and strength of the Moroccan state institutions, as well as in their ability to assume and consolidate genuine self-government, in accordance with international standards, which satisfies the aspirations of the Sahrawi people within a framework of coexistence, dignity and mutual respect.

This international support not only reinforces the credibility of the offer, but also highlights the calibre of the guarantees that can be counted on, as well as the willingness of these powers to cooperate in the implementation of the settlement resulting from the political process.

This consolidates a historic opportunity to move towards a just and lasting solution, with international guarantees and the promotion of peace and stability in North-West Africa.

The MSP, as an expression of the natural evolution of Sahrawi society, reiterates its willingness to contribute constructively and responsibly to this new stage. It also reaffirms its commitment to a political, peaceful and lasting solution that guarantees the rights, dignity and well-being of all Sahrawis.

The MSP urges the UN Secretary-General's Personal Envoy, Staffan de Mistura, to exercise active, inclusive and pluralistic mediation that incorporates other actors and Sahrawi sensibilities into the negotiation process, thus preventing the Polisario from maintaining power or a ‘right of veto’ to perpetuate the status quo and hinder the new momentum derived from Resolution 2797. Only through a participatory and open process, which overcomes the monopoly of representation, will it be possible to move forward smoothly towards a just and lasting political solution to the problem of Western Sahara.

The Sahrawi Movement for Peace reaffirms its full willingness to cooperate in good faith with the efforts of the UN Envoy, convinced that a political solution with international guarantees is now possible and therefore preferable to stagnation, confusion and the perpetuation of exile.

The MSP therefore calls once again on all Sahrawis — in the territory, in the camps and in the diaspora — to join the MSP project, in order to consolidate a pragmatic approach that will put an end to the cycle of war and exile and allow us to build, in peace, a better future in our land.
