2023: highlights of the achievements of Morocco's Directorate General of National Security (DGSN)

In order to support community policing, strengthen the openness of the security institution to its environment and consolidate the pillars of good governance, the Moroccan national security services present, in its annual report 2023, the achievements made during this year, and the projects planned for next year, as follows:

  1. New police structures to diversify the security offering
  2. Computerisation of the system and creation of digital spaces for the service of citizens and police personnel
  3. Fighting crime and promoting security

New police structures to diversify the security offering

To strengthen the regional structures assigned to community policing, new structures and new security buildings, police districts in several regions of the country and mobile police brigades have been created to consolidate security everywhere in Morocco.

Computerisation of the system and creation of digital spaces for the service of citizens and police personnel

During 2023, the General Directorate of National Security continued the process of computerising its systems by developing a digital infrastructure for administrative services provided to citizens and foreign residents in the national territory. 

The digital service space provided by the Security departments has inaugurated a new generation of progressively digitalised services thanks to the technical teams of the DGSN who continue in their missions of digitalisation of the General Police Installations.

Fighting crime and promoting security

The year 2023 was characterised by the consolidation of human rights training for police officers, the strengthening of mechanisms and structures for the care of women victims of violence, as well as giving the utmost importance to the protection of minors; marking a decrease in crime indicators.

The General Directorate of National Security continues to implement the provisions of the Security Strategy to Combat Crime between 2022 and 2026, in which it has committed to strengthening its structures, developing scientific and technical police laboratories and promoting the systematic use of criminal investigation mechanisms, cooperation and collaboration with the Scientific and Technical Police, which obtained the International Quality Certification (ISO 17025) in 2023.

In terms of road safety indicators, 85,475 road accidents have been recorded in 2023 in urban areas, compared to 80,091 recorded during the same period in 2022, with an increase of about 7%. This is directly reflected in the total number of road accident casualties which has reached 993 fatalities, compared to 834 during the same period in 2022; in addition to 4,413 seriously injured and 11,478 slightly injured.

Accompanying national events by developing Morocco's security model

From the first hours of the announcement of the Al-Haouz earthquake disaster, the DGSN has mobilised all its means and its human and logistical resources to manage risks and contribute to the public effort to save the victims, secure their property and protect public order.

Presenting the Moroccan security model during the 47th Arab Police and Security Leaders Conference, held in Tangier on 6 and 7 December 2023.

Career management for female police officers and agents

There are currently 79,830 women and national security officers, with an average age of 40 years. The year 2023 has been distinguished by the implementation of a series of programmes and projects for the career management of police officers, organising 6 competitive examinations for the recruitment of 6,637 officers, comprising 30 excellent deans, 130 police brigadiers, 250 police officers, 50 security officers, 2,050 inspectors and 4,127 guards, which were published online easily accessible to all stakeholders. 

The National Security Services has also focused on motivation and work discipline in its good governance mechanisms; as well as underlining the importance of social and health care for all national security personnel.

Future projects

The objective is to consolidate the achievements and strengthen cooperation in the field of security; training human resources to honour Morocco during its international and continental sporting events scheduled for 2025 and 2030. 

The DGSN also plans to share its experience in the fight against terrorism and organised crime with friendly and partner states; as well as with various international organisations interested in policing.

Morocco will host the Interpol General Assembly in 2025 in Marrakech.
