Adoption of the strategic framework of the government plan for equality 2023 - 2026, including the programme for women's economic empowerment

The head of government, Aziz Akhannouch, chaired on Friday, 17 March 2023, in Rabat, the first meeting of the National Committee for Gender Equality and the Promotion of Women, whose work was devoted to the presentation and adoption of the strategic framework of the government's Equality Plan 2023-2026, which includes the programme for women's economic empowerment.  

At the start of this meeting, the head of government recalled the content of the speech delivered by HM King Mohammed VI, may God assist him, on the occasion of the 23rd anniversary of the glorious Throne Day, stressing that this speech of the sovereign has given a new impetus, through the royal directives concerning the need to promote the status of women, guaranteeing them all their rights and allowing them access to all areas of development, as well as the royal directives concerning the revision of the family code and the implementation of constitutional institutions related to family and women's rights.  

Mr. Aziz Akhannouch affirmed that the Government, firmly committed to the implementation of the Royal High Directives, is determined to continue its action for the promotion of gender equality and the guarantee of women's political, social and economic rights, in harmony with the constitutional provisions, the recommendations of the New Development Model and the commitments of the governmental programme.  

He also specified that the Government, wishing to accelerate the pace of implementation of measures relating to the advancement of the status of women, has ensured the establishment of the National Committee for Gender Equality and the Advancement of Women, as a mechanism to guarantee the convergence of relevant strategies and public policies and to ensure effective coordination between the various government departments concerned.  

During this meeting, the committee members discussed and approved the strategic framework of the government plan for equality, to which all ministerial departments contributed and which took into account the recommendations of civil society actors. The plan has three main axes:  

  • The empowerment of women, which defines practical measures to increase their activity rate by 2026; 
  • The prevention and protection of women and the fight against violence against women; 
  • The reinforcement of values to combat stereotypes, the promotion of women's rights and the fight against all forms of discrimination.  

The Head of Government called on all the ministerial departments concerned to carry out the final consultations with a view to integrating the measures for the economic empowerment of women in each sector into their budgetary programming for 2024, to become fully involved in the process of implementing the third government plan for equality, and to commit themselves to concretising its various measures by establishing indicators of effectiveness.

This first meeting, which was attended by Ms. Aawatif Hayar, Minister of Solidarity, Social Integration and Family, presented the strategic framework of the third governmental action plan for equality, as well as the first programme on economic empowerment, was marked by the presence of several members of the government: the Minister of Justice, the Minister of Economy and Finance, the Minister of Equipment and Water, the Minister of Health and Social Protection, the Minister of Agriculture, Maritime Fisheries, Rural Development and Water and Forestry, the Minister of Economic Inclusion, Small Enterprises, Employment and Skills, the Minister of Tourism, Crafts and Social Economy, the Minister of Higher Education, the Minister of Education and Training, the Minister of Social Affairs, the Minister of the Interior, the Minister Delegate to the Minister of Economy and Finance in charge of the Budget, the Minister Delegate to the Head of Government in charge of Digital Transition and Administrative Reform, as well as representatives of the Ministry of Foreign Affairs, African Cooperation and Moroccans Residing Abroad, the Ministry of National Education, Preschool and Sports and the Ministry Delegate to the Head of Government in charge of Investment, Convergence and Evaluation of Public Policies.  

The event was also marked by the presence of representatives of the High Commission for Planning and the inter-ministerial delegation for Human Rights. The event was also attended by the president of the Association of Moroccan Regions, the president of the Moroccan Association of Presidents of Communal Councils, the president of the Moroccan Association of Presidents of Prefectural and Provincial Councils, the vice-president of the General Confederation of Moroccan Businessmen, as well as the presidents of the Union of Feminist Action "UAF", the Association "JOSSOUR" Moroccan Women's Forum, and the Association of Moroccan Businesswomen "AFEM".
